국문 초록

코로나바이러스감염증-19로 시작된 긴 사회적 거리두기의 종착점이 보이던 2022년 10월 29일 우리는 다시 대한민국에서 마주하기 싫은 끔찍한 현실을 바라보았다. 원인과 결과를 떠나 충분히 예방하고 관리할 수 있는 재난이었다는 점을 우리는 주목해야 한다. 그동안 대한민국은 정말 세계적으로 유래를 찾아볼 수 없는 다양한 사회재난을 겪어왔다. 삼풍백화점 붕괴와 대구지하철 참사 그리고 세월호 참사 등 일일이 열거하기도 힘든 일들이 발생했다. 그때마다 우리는 다시는 이러한 어처구니없는 참사를 막기 위해 법과 제도를 마련하고 조직을 정비해왔다. 수많은 재난대응에 대한 매뉴얼도 만들어 과거와 비교되는 교육과 훈련체계도 마련했다. 그러나 결국 막을 수 있었던 재난은 다시 발생했다. 무엇을 새롭게 그리고 성급하게 만들 것이 아니라 무엇이 문제이고 무엇을 바꿔야 하는지를 정말 진지하게 시간을 가지고 살펴볼 필요가 있다. 그동안 우리는 재난을 너무 단편적으로 규모만으로 살펴보았다. 재난은 다양한 양면성을 지니고 있다. 특히 현대화된 사회에서 재난은 상당히 복잡하고 다양한 행정기관과 사회인력의 개입을 요구한다. 그렇지 않아도 복잡하고 너무 다양한 매뉴얼에 다시 추가적인 매뉴얼 만드는 것이 옳은 것인지 고민해봐야 한다. 이제는 권한과 책임을 중심으로 매뉴얼을 단순화 시켜야 한다. 당장 1분1초가 시급한 재난현장에서 매뉴얼을 공부하는 일이 발생해서는 안된다. 기존 자연재난과 사회재난으로 구분되는 법체계도 정비가 필요하다. 복합재난의 중요성을 이야기하면서 대응조직이 따로따로 움직여야 하는 법체계를 유지하는 것은 앞으로 발생할 다양한 다중 및 복합재난에 무방비일 수밖에 없다. 재난현장에서 희생자의 숫자를 파악하고 수습본부를 마련하는 것이 목표가 아니라 더 많은 희생자가 발생하지 않는 것이 궁극적인 목표가 되어야 한다.

영문 초록

On October 29, 2022, when the end of the long social distancing that began with COVID-19 was visible, we again looked at the terrible reality that we did not want to face in South Korea. We must pay attention to the fact that it was a disaster that could be sufficiently prevented and managed regardless of cause and effect. In the meantime, Korea has been through various social disasters that can't be found in the world. Things like the collapse of Sampoong Department Store, the Daegu subway disaster, and the Sewol ferry disaster, all of which are difficult to enumerate. At that time, we have prepared laws and systems and reorganized the organization to prevent such absurd disasters from happening again. A manual for numerous disaster response was also created, and an education and training system was prepared to compare with the past. But in the end, the disaster that could have been prevented happened again. Rather than making something new and hasty, we need to take time to really seriously look at what is the problem and what needs to be changed. In the meantime, we have looked at disasters too fragmentarily only by their scale. Disasters have multiple sides. In particular, disasters in modernized societies are quite complex and require the intervention of various administrative agencies and social personnel. Even if you don't, you need to think about whether it's right to create an additional manual again in a complicated and too diverse manual. Now, the manual should be simplified based on authority and responsibility. It should not happen to study manuals at disaster sites where 1 minute 1 second is urgent. The existing legal system, which is divided into natural and social disasters, also needs to be overhauled. While talking about the importance of complex disasters, maintaining a legal system that requires response organizations to move separately is inevitably defenseless against various multiple and complex disasters that will occur in the future. The goal should not be to figure out the number of victims at the disaster site and prepare a recovery headquarters, but to prevent more victims from occurring.
