제주형 자치경찰제에 대한 경찰공무원 등 전문가 집단의 인식태도와 정책적 함의

국문 초록

제주특별자치도의 자치경찰제가 성공적으로 정착되기 위해서는 자치경찰제 시행 초기 단계에서의 운영내용을 면밀히 분석하여 제도의 긍정적 성과는 물론 다양한 운영상 쟁점과 한계를 도출하여 바람직한 대안을 제시할 필요가 있다. 이 연구에서는 제주형 자치경찰제의 가장 중심적인 운영 주체인 제주특별자치도 자치경찰위원회와 제주자치경찰공무원을 대상으로 현행 제주형 자치경찰제에 대한 인식 태도를 실증적으로 분석하여 제도의 운영현황과 문제점, 그리고 이에 대한 합리적 개선방안을 모색하고자 하였다. 연구 결과, 조사대상자들은 제주특별자치도 자치경찰위원회에 대하여 가장 긍정적으로 인식하고 있는 가운데 제주형 자치경찰제, 제주형 자치경찰제의 운영 및 관리, 제주형 자치경찰제의 분야별 성과에 대한 순으로 긍정적 인식 태도를 보이고 있다. 반대로 제주형 자치경찰제의 일반적 성과에 대해서 가장 부정적으로 평가하고 있는 것으로도 나타나고 있어 제주형 자치경찰제의 실효성에 대한 의문도 동시에 가지고 있는 것으로 나타났다. 특히, 제주형 자치경찰제의 성과, 운영 및 관리 등의 부문에서는 평균값이 약 30점대에 불과한 것으로 나타나서 제주특별자치도 자치경찰위원회 차원의 전반적인 제도 및 운영상 개선이 필요해 보인다. 또한 제주형 자치경찰제의 성과와 국가경찰과 자치경찰 간의 관계에 대해서도 매우 부정적으로 인식하는 것으로 나타나고 있으므로 이와 같은 문제점에 대한 중점적 개선 노력이 이루어져야 할 것이다.

영문 초록

In order for the Jeju Special Self-Governing Province's autonomous police system to be successfully established, it is necessary to closely analyze the operation details in the early stages of the implementation of the autonomous police system to derive various operational issues and limitations. In this study, the Jeju Autonomous Police Commission and Jeju Autonomous Police officials, the most central operators of the Jeju Autonomous Police System, were empirically analyzed to find the operation status, problems, and rational improvement measures. As a result of the study, the survey subjects have the most positive perception of the Jeju Autonomous Police Committee, followed by the operation and management of the Jeju Autonomous Police System, and the performance of the Jeju Autonomous Police System. On the contrary, it was also found that the general performance of the Jeju autonomous police system was evaluated the most negatively, so there were also questions about the effectiveness of the Jeju autonomous police system. In particular, the average value is only about 30 points in the field of performance, operation, and management of the Jeju Autonomous Police System, so it seems necessary to improve the overall system and operation of the Jeju Autonomous Police Committee. In addition, since it appears to be very negatively aware of the performance of the Jeju Autonomous Police and the relationship between the National Police and the Autonomous Police, intensive efforts to improve these problems should be made.
