일본의 노동자협동조합 운영현황 및 활용사례 연구

국문 초록

본 연구에서는 지역경제의 침체가 가속화되는 가운데 일하는 방식의 다변화를 통해 지역의 다양한 과제를 해결하기 위한 대안으로 주목받는 노동자협동조합에 초점을 맞춰 일본의 노동자협동조합을 활용한 지역재생 사례를 살펴보았다. 분석한 결과를 간략히 정리하면 다음과 같다. 첫째, 일본에서 노동자협동조합이 등장한 것은 전후 일본 정부가 실업대책을축소하는 과정에서 일자리 소멸과 생활기반 상실이라는 위기에 직면한 노동자들의 대응에서 비롯되었다. 이처럼 중고령자의 실업대책으로 시작된 일본의 노동자협동조합 운동은 과거 지자체나 협동조합과의 연계에 의한 환경보전 업무나 물류창고 관리업무에서 시작해 최근에는 복지 영역(개호, 육아, 청년, 장애인, 생활빈곤자 지원 등)까지 확대되었다. 둘째, 일본의 노동자협동조합을 활용한 실천사례의 특징으로는 ① 사회복지협의회나 반상회와 같은 지역 내의 자치조직과 유연하게 결합되어 있으며, ② ‘협동노동’이라는 틀 속에서 지역이 필요로 하는 서비스를 공급함과 동시에 최근에는 단순한 지원을 넘어 다양한 부차적 기능을 수행하면서 지역사회에 새로운 가치를 재생산하고 있으며, ③ 앞서 살펴본 히로시마시의 사례에서처럼 지자체 주도의 ‘협동노동 플랫폼’ 사업 추진을 통한 지역 내 협동노동의 사회화를 위한 노력 등을 들 수 있다. 셋째, 일본의 ｢노동자협동조합법｣ 시행을 계기로 노동자협동조합을 활성화하기 위한 방안으로서 ① 지역연합회를 통한 공동사업 활성화, ② 노동자협동조합 활성화를 위한 정부나 지자체 차원의 행ㆍ재정적 지원 강화, ③ 노동조합과 협동조합 간의 유기적인 연계 강화 등을 제시하였다.

영문 초록

This study focuses on worker cooperatives, which are attracting attention as an alternative to solving various problems in the region through diversification of work methods amid the accelerated stagnation of the local economy, and examines cases of local regeneration using worker cooperatives in Japan. saw. A brief summary of the analysis results is as follows. First, the emergence of worker cooperatives in Japan stemmed from workers’ response to the crisis of job destruction and loss of livelihood in the process of reducing unemployment measures by the Japanese government after the war. In this way, the Japanese worker cooperative movement, which began as a countermeasure against unemployment of middle-aged and elderly people, began in the past in environmental preservation work and warehouse management work in cooperation with local governments and cooperatives, and has recently started in the welfare field(care, childcare, youth, the disabled, and living poverty). Second, the characteristics of practice cases using worker coSecond, the characteristics of practices using worker cooperatives in Japan are ① flexibly combined with local self-governing organizations such as social welfare councils and neighborhood associations, and ② supplying services needed by the region within the framework of cooperative labor. At the same time, recently, it has been reproducing new values in the local community by performing various secondary functions beyond simple support. ③ Socialization of cooperative labor in the region through the promotion of cooperative labor platform projects led by local governments, as in the case of Hiroshima City discussed above. effort, etc. Third, measures to revitalize worker cooperatives with the enforcement of Japan’s ‘Labor Cooperative Act’ include ① revitalization of joint projects through federations, ② strengthening of government and local government-level actions and financial support to create an ecosystem for worker cooperatives, and ③ The strengthening of organic linkages between labor unions and cooperatives was suggested.
