국문 초록

본 논문은 우리와 유사한 중앙집권적 행정 체제를 가졌지만, 지방분권을 지향하는 프랑스의 정책사례를 통해 지방시대의 한국의 지역 균형발전 정책의 방향성과 인구감소지역의 정주성을 제고할 수 있는 정책대안을 모색하는 목적을 가진다. 프랑스의 정주성 정책의 정책목표는 국토통합을 위한 지역의 균형적 발전이며, 주요 계획으로는 소도시 차원의 내일을 위한 작은마을, 중형도시 차원의 도심 행동 등이 있다. 주요 정책행위자는 국토통합청(ANCT)이며, 중앙-지방간의 관계는 지역이 이니셔티브를 가지고, 중앙은 기술 인력, 재정 지원 등 조력자의 역할을 담당하고 있었다. 주요 이행 수단은 국토 재생협약, 드노르망디 시스템 등이 있다. 사례분석 결과를 기반으로 한국의 지역 균형발전 정책에 다음과 같은 시사점을 제시하였다. 첫째, 정주성 제고 정책은 지역 주도로 이루어져야 하며, 중앙정부는 조력자 혹은 촉진자의 역할을 수행해야 한다. 둘째, 정주성 제고를 위해서는 최소 6년, 혹은 10년 이상의 중장기적 프로젝트가 필요하다. 셋째, 다양한 도시재생사업과 관련된 복수의 허가에 대한 일괄적 법적 권한을 부여해야 한다. 넷째, 정주성 제고 정책은 지역 격차를 감소시키는 데 초점을 두어야 한다. 다섯째, 정주성 제고를 위한 창의적인 공간 활용이 필요하다. 이상의 시사점을 토대로 향후 국내 정주성 제고 정책 수립 시 프랑스의 정책사례를 참조하려는 노력이 필요하다.

영문 초록

This paper aims to explore the direction of Korea's local development policy to enhance the settlement consciousness of d small and medium-sized cities through the policy case of France, which has a similar centralized administrative system to Korea, but aims for decentralization. According to the analysis, the policy goal of the French policy is the balanced development of regions for national integration, and the main plans are the Small Towns for Tomorrow at the level of small cities and the Urban Center Action at the level of medium-sized cities. The main policy actor is the National Agency for Land Integration (ANCT), and the central government plays the role of a facilitator such as technical personnel and financial support. The main implementation instruments were the Land Regeneration Agreement and the DeNormandie system. Based on the results of the case analysis, the following six implications are suggested. First, settlement consciousness enhancement policies should be locally driven, and the central government should play the role of a facilitator. Second, mid- to long-term projects of at least six years and possibly more than 10 years are needed to improve livability. Third, a single legal authority should be granted for multiple permits related to various urban regeneration projects. Fourth, policies should focus on reducing regional disparities. Fifth, creative space utilization is needed to improve livability. Based on the above implications, efforts should be made to actively refer to France's policy for regional balanced development when establishing domestic policies.
