국문 초록

1960년 4·19혁명은 이승만정권의 3.15부정선거와 부정·부패에 분개하여 학생과 시민들이 정권을 붕괴시킨 역사적인 민주화운동으로 평가된다. 4·19혁명은 이승만정권의 독재 속에서 한국의 권위주의적 정치구조와 당시 낙후된 경제수준, 미성숙한 시민의식 환경에서 학생과 시민들이 자발적으로 일어나 새로운 권력을 창출하게 했다는 점에서 한국정치의 분기점이 되었다. 4·19혁명은 미완성적 성격이었음에도 한국민주화운동사에서 1979년 부마항쟁과 1980년 5·18광주민주화운동, 1987년 6월항쟁에 이르기까지 한국민주화운동의 밑거름이 되었고 선구자적 역할을 했다는데 역사적 의의가 있다. 4·19혁명은 제1공화국을 붕괴시킨 후 헌법개정을 통해 국민기본권 보장을 강화하고 제2공화국을 출범시켜 한국헌정사에서 법치주의와 민주주의 기반조성과 민주헌정체제를 만들었다는데 헌법적 가치평가를 할 수 있다. 한국정부는 보훈정책을 추진함에 있어 국가적 차원에서 미국, 호주, 캐나다 등 보훈 선진국 사례를 참고하여 국가유공자와 희생자, 유족들에게 실질적인 보훈정책추진과 보훈선양이 이루어지도록 더욱 개선해야 한다.

영문 초록

It was evaluated that the 4.19 Revolution of 1960 was a historical democratic movement in which students and the citizen who were angry against the 3.15 fraudulent election, illigality and corruption in the Lee Seung-Man regime collapsed the regime. The 4.19 Revolution was a turning point of Korean politics in that students and the citizen voluntarily rose to make a new power under the authoritative political structure of the Lee’s regime, underdeveloped economic level and immature citizenship. Although the 4.19 Revolution was incomplete, it has a historic meaning in that it became the foundation and pioneer for the Busan-Masan Uprising of 1979, the 5.18 Gwangju Democratic Movement of 1980 and the June Uprising of 1987. The 4.19 Revolution has a constitutional value as it reinforced the guarantee of the fundamental rights of the people, and launched the 2nd Republic to make a base for legalism and democracy and a democratic constitutionalism after it collapsed the 1st Republic. Therefore, when Korean government employs a veterans policy, it should refer to the cases of advanced countries in veteran affairs such as the Unite States, Australia and Canada and enhance the veterans policy for the national victims and their families in a practical way.
