국문 초록

디지털 기술의 급격한 발달은 우리를 디지털 대전환의 사회로 이끌었다. 디지털 역량은 사회구성원의 핵심역량이 되었고, 사회구성원이라면 누구나 읽기, 쓰기, 셈하기와 같이 필수 기초역량으로 디지털 기초역량을 함양해야 한다. 본 논문에서는 한국의 디지털교육과 디지털 역량 강화를 위한 교사교육 개선에 대한 시사점을 얻고자독일의 디지털 교육정책과 디지털 역량 강화를 위한 교사교육에 대해 분석하였다. 독일은 디지털 교육정책을인프라에서부터 교수학습의 내용과 방안 개발, 교사의 디지털 역량교육 강화, 학문적 근거 마련까지 매우 포괄적이고 체계적으로 장기적 전략을 수립하여 추진 중이다. 학교 디지털 교육을 위한 인프라 확대를 추진하면서는“(교육)콘셉트 없이 설비도 없다”라는 원칙을 두고 교육내용의 중요성을 강조하고 있다. 교사의 디지털 역량 강화를 위해 교사교육 표준을 개선하고 교사의 디지털 역량에 관한 새로운 지향점을 제시하였으며, 이를 통해변화된 교수 방법론을 보여주고 전통적인 교사상에 의문을 제기하여 교사가 새로운 영역에 대해 호기심을 가지고 도전할 때만 새로운 교육이 시작될 수 있음을 강조한다. 또한 디지털 교육 전환이 사회의 지속 발전에 필수적이고 이제 이러한 사회의 변화를 무시할 수 없다는 것을 깨닫게 한다. 독일의 디지털 교육정책과 디지털 역량강화를 위한 교사교육에는 일관되게 사회 지속성, 인간성, 자기 주체성, 학습자의 학습 전제조건, 가치와 윤리에대한 고려가 강조되어 나타나고 있다.

영문 초록

The rapid development of digital technology has led us to a society of digital transformation. Digital competency has become the core competency of social members, and all members of society should cultivate digital basic competency as an essential basic competency like reading, writing, and counting. This paper analyzes Germany's digital education policy and teacher education for digital competency in order to gain implications for improving digital education and teacher education for digital competency in Korea. Germany has a very comprehensive and systematic long-term strategy for digital education policy, from infrastructure to developing teaching and learning contents and methods, strengthening teachers' digital competency education, and establishing academic evidence. While promoting the expansion of infrastructure for digital education in schools, it emphasizes the importance of educational content based on the principle of “no (educational) concept, no facilities”. In order to strengthen the digital competency of teachers, the government has improved the standards of teacher education and set new directions for teachers' digital competency, showing changed teaching methodologies and questioning the traditional image of teachers, emphasizing that new education can only begin when teachers are curious about new areas and challenge them. It also realizes that the digital education transformation is essential for the sustainable development of society and that this change in society cannot be ignored anymore. The German digital education policy and teacher education for digital competency are consistently characterized by an emphasis on social sustainability, humanity, subjectivity, learners' learning prerequisites, and consideration of values and ethics.
