국문 초록

본 연구는 2023년 도서정가제 규제 재검토를 앞둔 시점에서, 지난 2020년 규제 재검토 기간동안 어떠한 논의가 있었으며, 어떠한 이유로 도서정가제 유지 결정이 내려졌는지를 정책네트워크 모형을 활용하여 분석하였다. 분석 결과는 다음과 같다. 전자출판의 확산과 함께 온라인 커뮤니티가 도서정가제 완화를 주장하는 소위 반대 측으로등장하여, 국민청원 20만 명의 동의를 끌어냈다. 그러나 이들은 대표성을 갖지 못했고, 찬성 측과 상호 협력적인 관계를 맺지 못했다. 아울러 문화체육관광부와 한국출판문화산업진흥원이 주도하는 폐쇄적이고 집중적인 연계구조에 공식적으로 참여하지 못했다. 문체부는 국민청원 20만 명 동의 이후 도서정가제 규제 완화를 검토하였으나결국 출판ㆍ도서 업계의 의견대로 도서정가제 유지 결정을 내렸다. 이러한 과정의 분석을 통해 효율성은 뛰어나나 지속성이 부족한 전자 청원의 한계를 확인할 수 있으며, 2023년 말로 예정된 규제 재검토에 있어서 시민들, 특히 웹소설 및 웹툰 독자들의 참여를 보장하는 등의 노력이 필요하다고 말할 수 있다.

영문 초록

This study analyzes what discussions took place during the 2020 regulatory review and why decisions were made to maintain the book price regulation, using a policy network model. The results of the analysis are as follows. Along with the proliferation of e-publishing, online communities emerged as the opposition group, advocating for alleviating of the book price regulation and garnering 200,000 signatures on a public petition, but they were not representative and did not have a cooperative relationship with the proponents. In addition, they were not formally involved in the closed and centralized coordination structure led by the Ministry of Culture, Sports and Tourism and the Publication Industry Promotion Agency of Korea. The Ministry of Culture, Sports and Tourism considered deregulating the book price system after 200,000 people signed a petition, but ultimately decided to keep it in place due to opposition from the publishing and book industry. The analysis of this process reveals the limitations of e-petitions, which are highly efficient but lack sustainability, and suggests that efforts should be made to ensure the participation of citizens, especially web novel and web cartoon readers, in the regulatory review scheduled for the end of 2023.
