국문 초록

본 연구는 건설업체의 입찰실무자 인식 차이를 분석하여 공공 건설공사의 입찰담합 방지와 관련한 원인과 개선방안을 모색하는 것을 목적으로 한다. 건설업체 경영환경에 서는 수주물량의 불안정성으로 인해 수익 및 이익 극대화에 집중하고, 하도급 공사의 높은 낙찰률은 건설업체 경영에 있어서 중요한 요소이다. 따라서, 입찰담합을 예방하고 입찰 시장의 공정성과 경쟁을 보장하기 위해 제한경쟁입찰제도와 일괄입찰 참가업체 및 대안 입찰 참가업체의 확대, 공정성 기준의 재설정과 계약방식의 협상 확대, 저가심 사제도의 확대 등이 필요하다. 또한, 건설보증기능의 실현과 하도급 규제도 중요한 예 방적 대책이다. 이러한 방안들은 입찰담합 문제를 예방하고 입찰 시장에서 공정성과 경쟁을 보장하기 위한 중요한 요소들이다. 입찰담합은 복잡한 시장 요인으로 발생하는 문제로, 이를 해결하기 위해서는 다양한 분석과 대응방안이 필요하다. 따라서, 향후 연 구에서는 입찰담합의 원인을 다각도로 조사하고, 산업 분야별로 연구가 확대되어야 한 다. 이를 위해 다양한 이해 관계자들의 적극적인 참여와 협력이 필요하며, 입찰담합 문 제를 해결하기 위한 대책은 상호보완적으로 고려되어야 한다.

영문 초록

The aim of this study is to analyze differences in perceptions among construction bidding practitioners, in order to investigate the causes and potential solutions to prevent bid-rigging in public construction projects. In the construction industry, maximizing profits is a key focus due to the instability of bidding volume, and winning subcontracting projects is a crucial factor in construction management. Therefore, measures such as restricting competitive bidding, increasing participation of bundled and alternative bidding companies, resetting fairness criteria, expanding contract negotiation methods, and expanding the low-price evaluation system are necessary to prevent bid-rigging and ensure fairness and competition in the bidding market. Additionally, the implementation of construction guarantee functions and regulation of subcontracting are important preventive measures. Bid-rigging is a problem caused by complex market factors, and requires various analyses and response measures. Future research should investigate the causes of bid-rigging from various perspectives and expand research by industry sector. Active participation and cooperation of various stakeholders is necessary, and measures to solve the bid-rigging problem should be complementary.
