연속지적도의 정확도 제고를 위한 법제도 정비방안

국문 초록

연속지적도는 4차산업혁명의 핵심분야인 공간정보산업의 기반이 되는 중요한 지적정보이다. 그러나 낮은 정확도로 인해 활용에 한계가 있으며 데이터오류로 인해 민원이 끊임없이 제기되고 있는 상황이다. 그럼에도 불구하고 ｢공간정보의 구축 및 관리 등에 관한 법률｣에는 연속지적도 관리에 관한 어떠한 규정도 없으며 단지 용어 정의에 관해 한 개의 조문(제2조19호의2)만을 두고 있다. 이러한 법령의 미비는 연속지적도의 관리에 한계를 가져오며, 정확도 확보의 장애요인이 되고 있다. 이에 본 연구에서는 연속지적도의 정확도 제고를 위해 공간정보관리법에 연속지적도 관리에 관한 일반규정의 신설을 제안하였다. ｢공간정보의 구축 및 관리 등에 관한 법률｣ 제76조의 6을 신설하고 이에 따라 관련법령을 정비함으로써 4차산업혁명의 성장동력을 마련하기 위한 기반을 조성하고 나아가 지적행정의 공신력 제고, 민원 발생 사전 예방 및 국민의 재산권 보호에 기여하고자 한다.

영문 초록

Serial cadastral map is an important national land data that is the basis of the spatial data industry, which is a key field of the 4th Industrial Revolution. However, serial cadastral map is limited in its use due to low accuracy, and complaints are constantly being raised due to data errors. Nevertheless, the 「Act on the Establishment and Management of Spatial Data」 does not have any provisions on serial cadastral map management, and only one provision (Article 2 19-2) is provided for the definition of terms. The lack of these regulations brings limitations to the maintenance of serial cadastral maps and is an obstacle to securing accuracy. Accordingly, this study proposed the establishment of a general provision on continuous cadastral management in the ｢Act on the Establishment and Management of Spatial Data｣ to improve the accuracy of serial cadastral maps. Article 76-6 of the ｢Act on the Establishment and Management of Spatial Data｣ was newly established and related laws were reorganized accordingly to lay the foundation for the growth engine of the 4th Industrial Revolution. Furthermore, it aims to contribute to enhancing the public confidence of the administration, preventing civil complaints in advance, and protecting the property rights of the people.
