Serial cadastral map is an important national land data that is the basis of the spatial data industry, which is a key field of the 4th Industrial Revolution. However, serial cadastral map is limited in its use due to low accuracy, and complaints are constantly being raised due to data errors.
Nevertheless, the 「Act on the Establishment and Management of Spatial Data」 does not have any provisions on serial cadastral map management, and only one provision (Article 2 19-2) is provided for the definition of terms. The lack of these regulations brings limitations to the maintenance of serial cadastral maps and is an obstacle to securing accuracy.
Accordingly, this study proposed the establishment of a general provision on continuous cadastral management in the ｢Act on the Establishment and Management of Spatial Data｣ to improve the accuracy of serial cadastral maps. Article 76-6 of the ｢Act on the Establishment and Management of Spatial Data｣ was newly established and related laws were reorganized accordingly to lay the foundation for the growth engine of the 4th Industrial Revolution. Furthermore, it aims to contribute to enhancing the public confidence of the administration, preventing civil complaints in advance, and protecting the property rights of the people.
