유전공학 기술에 대한 한국인들의 인식과 정책적 시사점

국문 초록

본 연구는 유전공학 기술에 대한 한국인들의 인식을 조사하고 그 결과를 토대로 정책적 시사점을 모색하는데 목적이 있다. 이를 위해 본 연구는 성인 1,000명을 대상으로 온라인 설문조사를 실시하여 유전자 검사, 유전자 편집, 국가 통합 바이오 빅데이터 구축사업 등 세 영역에 대한 인지도 및 수용도를 분석하였다. 설문조사 결과, 첫째, 유전공학 기술에 대한 인지도는 학력과 소득이 영향을 미칠 수 있고 둘째, 유전공학 기술에 대한 수용도는 연령, 가족 내 유전병 여부와 밀접한 관련이 있으며 셋째, 유전자 편집은 목적에 따라서 찬반 및 향후 의향에 차이를 보이는 것으로 나타났다. 넷째, 시민들은 유전공학 기술이 개인의 삶의 질 향상과 권리 침해에 동시에 영향을 미칠 수 있는 양면성을 인식하고 있는 것으로 나타났으며 다섯째, 한국은 해외와 달리 종교적 변수와 성별 변수가 상대적으로 큰 영향을 미치지 않는 차이점을 보였다. 이러한 연구결과는 유전공학 기술의 발전과 그에 따르는 사회적 변화에 대응하는데 있어 향후 정책 및 제도 수립 과정에서 고려해야할 변수와 요인, 사회적 지표, 시사점 등을 제공하는 유의미한 이론적 기초가 될 수 있으리라 기대한다.

영문 초록

The purpose of this study is to investigate the policy implications by examining the citizen perception of genetic engineering technology. To this end, this study conducted an online survey targeting 1,000 adults, analyzed the awareness and acceptance of three areas, such as genetic testing, gene editing, and national integrated bio big data construction project, and derive policy implications. According to the survey analysis, first, education and income have a significant impact on awareness of genetic engineering technology, second, acceptance of genetic engineering technology is closely related to age and whether or not there is a genetic disease in the family, and third, gene editing differs in pros and cons or future intentions depending on the purpose. Fourth, citizens recognize that genetic engineering technology will have an impact on the improvement of the quality of life and infringement of rights of individuals at the same time, and fifth, unlike overseas, religious and gender variables in Korea have relatively little effect. These results imply variables and factors to be considered in responding to the development of genetic engineering technology and subsequent social changes, and this study is expected to provide meaningful theoretical foundations, social indicators, and policy implications in the process of establishing policies and institutions in the future.
