국문 초록

본 연구의 목적은 지방의료원의 특성별 운영평가제도의 문제점과 개선방안의 제안을 통하여 실제로 적용하고자 하였다. 이러한 연구 목적을 달성하기 위해 지방의료원의 설립 취지와 부합되는 평가지표의 접근방법과 기준이 적절성과 지방의료원의 운용방안을 제시함으로써 지방의료원의 변화와 혁신방안의 구체적인 방안을 마련하는 것이다. 분석 결과 지방의료원의 운영 효율성을 높이기 위해, 의료원장 책임경영체계를 확립하고 운영 정보를 투명하게 공개해 나가기로 했다. 우선, 지방의료원운영에 대한 원장의 책임성을 강화하기 위해 지자체-지방의료원장 간에 성과계약을 체결하고 이행 여부를 평가하여 원장 보수·인사에 반영하도록 하며, 지방의료원표준 운영지침을 마련하여 임의적 운영 및 의료원 간 편차를 최소화를 위한 정책적 방안이 요구되고 있다.

영문 초록

The purpose of this study was to analyze the problems of the operational evaluation system of local hospitals by characteristics and to propose improvement measures to be applied in practice. In order to achieve the purpose of this study, the approach and criteria of evaluation indicators that are consistent with the purpose of establishing local hospitals are appropriate, and the operation plan of local hospitals is proposed, and specific measures for change and innovation of local hospitals are prepared. As a result of the analysis, it was decided to establish a responsible management system for medical directors and transparently disclose operational information in order to improve the operational efficiency of local medical centers. First of all, in order to strengthen the responsibility of medical directors for the operation of local medical centers, performance contracts should be signed between local governments and local medical directors, and their implementation should be evaluated and reflected in the compensation and personnel of medical directors, and policy measures should be taken to minimize discretionary operations and deviations between medical centers by establishing standard operating guidelines for local medical centers.
