그들은 어디에 모여 사는가? 수도권 빈곤 청년의 공간적 집중과 구성 변화

국문 초록

본 연구는 2005년부터 2020년까지 국민건강보험 데이터를 활용하여 수도권 빈곤층 청년 주거지의 공간적 집중 양상을 Morans’I와 LISA를 통해 분석하였다. 수도권 청년 빈곤층을 빈곤층(보험료 0분위)과 차상위 빈곤층(보험료 1,2분위)으로 세분화하여 공간적 집중 지역과 지역 내 빈곤층 청년들의 사회경제적 특성의 변화를 분석한 결과는 다음과 같다. 우선 수도권 내 청년 빈곤층이 집중하여 거주하는 지역의 위치와 크기는 계속하여 변하고 있다. 빈곤층 청년들의 거주지는 수도권 내 몇 개 지역을 중심으로 형성하고, 점차 인접 지역으로 확대되어가고 있으며, 차상위 빈곤층은 수도권 여러 지역에 비교적 규모가 작은 집중 지역이 형성되고 있다. 빈곤층 밀집 지역에 거주하는 청년들은 20대 초반의 비중은 증가하고 30세 전후의 비중이 감소하면서 세대원과 피부양자 비중이 증가하였다. 직업에서는 소비자 서비스업 종사자의 비중이 증가하고, 제조업 등의 비중은 줄었다. 이와 같은 결과에 비추어 보면 빈곤층은 저렴한 주택의 안정적 공급이 우선되고, 차상위층은 잦은 일자리 변동을 고려한 주거 이동의 선택권을 보장할 수 있는 차별적인 주거 복지 정책이 필요할 것으로 보인다.

영문 초록

This study analyzed the spatial concentration patterns of young adults in poverty in the Seoul metropolitan region from 2005 to 2020 using Moran's I and LISA based on national health insurance data. The study categorized the youth poverty population into the poverty group(0th percentile of insurance premiums) and the near-poverty group(1st and 2nd percentile of insurance premiums) and examine changes of their socio-economic characteristics in concentrated areas. The results show that the residential areas of young adults in poverty are concentrated in a few areas and they are gradually expanding to adjacent areas, while near-poverty youth are concentrated in relatively small areas in various parts of the Seoul metropolitan region. Impoverished young adults in the Seoul metropolitan region show a decreasing proportion among those in their 20s and an increasing proportion among those in their 30s. In addition, the proportion of consumer service industry workers is increasing while that of manufacturing industry workers is decreasing. Based on these results, it is necessary to prioritize the stable supply of affordable housing for those in poverty, and provide selective housing welfare policies that guarantee the right to housing mobility for near-poverty groups, taking into account their frequent job fluctuations.
