소규모주택정비사업의 사업성 제고 방안

국문 초록

소규모정비법은 난개발 및 대규모 개발사업의 문제점들을 보완하고 소규모주택의 공급활성화를 통한 주거 안정을 위해 시행되었지만 소규모주택정비사업은 사업성 저하로 인하여 활성화 되지 않았다. 이에 본 연구는 서울시 중랑구 D·S 연립 가로주택정비사업 구역과 인천광역시 미추홀구 L맨션 소규모재건축구역을 대상으로 비례율 방식으로 실증분석을 진행하였다. 연구 사례와 결과를 토대로 사업성 향상에 영향을 주는 요인을 찾아 이를 개선하여 사업성 제고 방안을 모색하였다. 그 결과 소규모주택정비사업 활성화를 위한 사업성 제고 방안으로 분양가 및 공사비 최적화, 시공자선정을 사업시행인가 이후 선정하여 공사비의 변동을 최소화, 체계적 사업비 관리시스템 적용으로 사업 기간의 단축을 통한 사업비 절감, 가로주택정비사업의 경우 층수 제한 완화를 통한 사업성 개선, 난개발 방지를 위한 지구단위계획 사전수립의 결론을 제시하였다.

영문 초록

The Small-Scale Improvement Act was implemented to complement the problems of reckless and large-scale development projects and to stabilize housing through the supply of small-scale housing, but the small-scale housing improvement project was not revitalized due to the decline in business feasibility. Therefore, this study conducted empirical analysis in the proportional ratio method for the D·S row housing maintenance project area in Jungnang-gu, Seoul and the small-scale reconstruction area of L-mansion in Michuhol-gu, Incheon. Based on research cases and results, it found out factors affecting business feasibility and sought for ways to enhance business feasibility by improving them. In consequence, it presented the following ways to enhance the business feasibility to vitalize the small-scale home improvement project: Changes in construction costs should be minimized by optimizing the sale price and the construction cost and selecting a constructor after approval for project implementation. The project cost should be reduced by applying a systematic project cost management system and shortening the project period, and in the case of street housing maintenance projects, business feasibility should be enhanced by easing the limit on the number of floors, and district unit plans should be established in advance to prevent reckless development.
