국문 초록

인공지능, 드론, 사물인터넷, 3D 프린터 등 4차 산업혁명 기술이 발전하면서 우리의 생활은 더욱 편리해졌으며, 업무의 효율성도 증가하고 있다. 그러나 인명 살상용 킬러로봇, 테러에 악용되는 비열한 드론 등 4차 산업혁명 기술을 악용하여 우리의 안전을 위협하고 있는 사례도 큰 폭으로 증가하고 있다. 테러리스트들은 4차 산업혁명 기술은 신이 내려준 선물이라고 언급하면서 자신들의 범죄나 테러에 악용하고 있다. 특히 하드 타깃 중심의 전통적인 테러리즘에서 소프트 타깃 중심의 뉴테러리즘으로 변화하면서 다중이용시설에 대한 테러가 많이 발생하고 있으며, 앞으로도 증가할 것으로 예상된다. 4차 산업혁명이 뉴테러리즘과 결합하여 다중이용시설에서 테러가 발생할 경우 광범위하고 막대한 인적·물적 피해 위험성이 상당하므로 국가적 차원의 테러 예방 및 대응이 중요하다. 본 연구에서는 4차 산업혁명 기술을 악용한 테러로부터 다중이용시설을 보호하기 위한 방안을 제시하고자 하며, 이를 위해 먼저 테러의 양상과 다중이용시설에 대해 살펴보았으며, 테러에 악용될 가능성이 있는 4차 산업혁명 기술을 분석하였다. 4차 산업혁명 기술은 테러 수단으로 악용되기도 하지만 이를 활용하여 테러로부터 다중이용시설을 보호할 수 있으며, 이를 위한 기술적 측면을 검토하고, 4차 산업혁명 기술이 적극적으로 활용될 수 있도록 법·제도적 개선 방안이 마련되어야 한다.

영문 초록

With the development of Fourth Industrial Revolution technologies such as artificial intelligence, drones, the Internet of Things, and 3D printers, our lives have become more convenient, and work efficiency is increasing. However, the number of cases that are threatening our safety by exploiting the technology of the fourth industrial revolution, such as killer robots and dirty drones misused for terrorism, is also increasing. Terrorists are abusing the technology of the Fourth Industrial Revolution for their crimes and terrorism, noting that it is a gift from God. In particular, as it changes from hard target-centered traditional terrorism to soft target-centered new terrorism, there is a lot of terrorism against commercial complexes and it is expected to increase in the future. In combination with New Terrorism, Fourth Industrial Revolution has a wide and enormous risk of human and property damage if terrorism occurs in commercial complexes, so it is important to prevent and respond to terrorism at the national level. This study proposes a plan to protect commercial complexes from terrorism that abused the technology of Fourth Industrial Revolution, and first, the aspects of terrorism and commercial complexes were examined, and Fourth Industrial Revolution technology that may be abused for terrorism was analyzed. Although Fourth Industrial Revolution technology is abused as a means of terrorism, it can be used to protect commercial complexes from terrorism, review technical aspects, and legal and institutional improvement measures should be prepared so that Fourth Industrial Revolution technology can be actively used.
