국문 초록

본 논문은 코로나19 팬데믹 하에 공동체 조직이 마스크 대란을 해결하는 과정에서 일어난 조정 메커니즘의 변화를 탐색하였다. 마스크 수요의 급격한 증가라는 환경의 변화는 마스크 시장에서 가격에 의해서 잘 작동하던 조정 메커니즘의 적합성을 떨어뜨렸다. 이는 환경의 변화가 유통과정에서 조정 프레임워크의 주체인 생산자, 유통업자 그리고 수요자 간의 상호의존성의 속성을 변화시켰기 때문이다. 그결과 변화하기 전의 상호의존성의 속성이 반영된 기존의 조정 메커니즘은 작동이안되고 조정은 와해 되었다. 이때 정부는 변화된 상호의존성의 속성을 반영한 새로운 조정 메커니즘을 만들어 적용함으로써 마스크 대란을 수습하고 정상화했다. 당시 정부가 적용했던 조정 메커니즘은 순열에서 ESR형이고, 시간에서 Short/Fast/Continuous/Immediate/Sunset provision 형에 해당한다. 본 연구는 공동체 조직에서 수요 초과가 야기하는 비상상황 발생시 대응방안을 신속하게 수립하고 적용할 수 있는 논리와 모델을 제시하고 있다

영문 초록

This paper explores the changes in coordination mechanisms that occurredin the process of solving the mask turmoil by the community during theCOVID-19 pandemic. The change in the environment, such as the rapidincrease in mask demand, has reduced the suitability of the coordinationmechanism that worked well with price in the mask market. The reason is thatthe change in the environment has changed the nature of interdependencebetween producers, distributors, and consumers who are the actors of thecoordination framework in the mask distribution process. As a result, theexisting coordination mechanism that reflects the nature of interdependencebefore change did not work and coordination was collapsed. At this time, the government solved the mask turmoil by creating andapplying a new coordination mechanism that reflected the changed nature ofinterdependence. The coordination mechanism applied by the government atthe time was ESR-type in permutation and Short/Fast/Continuous/Immediate/Sunset provision type in time. This study presents a logic and model that canquickly create and apply countermeasures in the event of an emergencycaused by an excess of demand for something in a community.
