G 고시원 화재사례 분석을 통한다중이용업소 소방시설 및 규제 실효성 확보 방안

국문 초록

정부는 고시원에서 발생하는 화재 피해를 줄이기 위해 소방안전 규제를 여러 차례 강화했으나 2022년 4월 11일서울의 G 고시원에서 거주자 2명이 목숨을 잃는 화재사고가 재발하였다. 본 연구에서는 정부의 소방안전 규제 강화에 따른 고시원 화재 대책의 실효성을 확인하기 위해 G 고시원의 소방시설을 조사하여 강화 법규의 적용 실태와문제점을 분석하였다. 그 결과 간이스프링클러설비는 법규에 맞지 않게 설치된 채 장기간 방치되었고 정부의 강화규제가 대부분 적용되지 않은 것을 확인하였다. 규제 강화 대책이 실효성을 확보하지 못하는 원인으로는 첫째, 업주변경 시 강화 규제 적용 여부를 확인하는 소방서의 완비증명 체계가 미흡한 점, 둘째, 최초 허가 당시 특정소방대상물로 분류되지 않은 소규모 건물에 다중이용업소가 들어설 경우 소방시설을 적정하게 관리·운영할 수 있는 제도가미비하기 때문으로 분석되었다. 이에 대한 대책으로는 업주 변경에 따른 소방서 완비증명 과정에서 현행 규제의 준수 여부를 확인하고 특정소방대상물 미지정 건물 내 고위험 다중이용업소가 들어설 경우 소방시설의 점검 보고서를소방서에 제출하도록 하는 등의 제도개선이 필요하다고 판단되었다.

영문 초록

On multiple occasions, the government has implemented stricter fire safety regulations to mitigate fire-related damagesat Gosiwon in Seoul. Despite these efforts, a fatal fire incident transpired on April 11, 2022 at G Gosiwon, Seoul, resultingin the death of to residents. This study examined the fire facilities at G Gosiwon to investigate the fire safety regulationsof the government while analyzing the status of regulation enforcement and its accompanying issues . Findings indicate thatinstalling simplistic sprinkler systems violated the law and was left unmonitored for extended periods. Furthermore, asignificant number of government-imposed regulations were not followed. This study showed that the fire department hasa deficiency in its complete certification system, which checks for the enforcement of reinforcement regulations during thetransfer of ownership, as well as lacks a system for the adequate management and operation of firefighting facilities forsmall buildings that were not originally classified as a specific fire target. As a remedy, improving the system by monitoringcompliance with the current regulations is necessary during the completion certificate process of the fire departmentfollowing ownership transfer. Furthermore, submitting a fire facility inspection report to the fire department should bemandatory for high-risk multi-use businesses built in unspecified buildings.
