국문 초록

연구목적: 본 연구는 정부를 대상으로 국제개발협력 정책주창활동을 전개해온 시민사회 연대체인 국제개발협력시민사회포럼(KoFID)의 자원동원과 집단적 정체성 형성과정을 사회운동론 관점에서 정리하여, 한국 국제개발협력 시민사 회의 특성에 대한 이론화를 시도한다. 연구의 중요성: 한국 연구사회에서 국제개발협력 시민사회에 대한 연구가 정 부와 시민사회 관계에 집중되는 경향에 비해 시민사회 고유의 특성을 분석하는 이론적 연구는 상대적으로 부족하다. 본 연구는 시민사회를 설명하는 이론인 사회운동론 관점에서 국제개발협력 시민사회의 특성을 분석한다. 정책주창활 동을 전개해온 시민사회 연대체인 KoFID를 사회운동론의 자원동원론과 구성 주의 이론으로 분석해 이론화를 시도해 국제개발협력 시민사회 관련 연구의 심층화에 기여한다. 연구방법론: 사회운동 자원동원론 및 구성주의 이론을 연구한 선행연구들을 정리해, 자원운동 3단계론과 프레임 구성의 3요소론을 종합한 분석틀을 구성했 다. 이를 기반으로 2010년부터 2022년까지 13년간 활동한 KoFID의 홈페이지, 정기총회 자료집을 분석했다. 연구결과: KoFID가 정책주창활동을 수행하기 위한 잠재력은 2000년대 중반 이후 시민사회, 정부 및 국제사회를 둘러싼 환경 가운데 형성됐다. 또한 기존에 활동해온 시민사회의 정책주창활동 경험을 바탕으로 인력, 재원, 전문성이 확보 됐다. 그리고 기존 네트워크와 개별단체의 정책주창활동 경험과 정부의 적극적 인 정책수행 기조는 정책주창활동에 참여하고자 하는 시민사회단체의 동기를 제고했다. 시민사회는 정부가 시민사회를 ODA 지원대상 및 정부 정책의 보완자 로 규정하는 것에 대해 문제의식을 가져왔다. 또한 정책주창자로서의 시민사회 의 역할이 필요하다는 집합적 정체성은 참여단체 내에 공유됐고, 이를 바탕으로 KoFID는 구성원을 대표해 정책주창자로서 집합적 행동을 전개했다. 결론 및 시사점: 정부를 대상으로 정책감시와 대안제시를 전개해온, 시민사회 의 다양한 주체들이 참여한 정책주창 운동연대체라는 집단적 정체성을 가진 KoFID의 활동은 사회운동으로 설명될 수 있다. 향후 본 연구결과를 기반으로 국제개발협력 시민사회의 정책주창활동에 대한 다양한 이론적 연구가 가능할 것이다.

영문 초록

Purpose: This study aims to theorize the activities of Korean civil society in international development cooperation by examining the resource mobilization and collective identity formation of the Korean Civil Society Forum on International Development Cooperation(KoFID) from a social movement theory perspective. Originality: While recent research on civil society in international development cooperation has focused on government-civil society relations, this study analyzes the activities of the KoFID in terms of a social movement theory perspective. Methodology: This study forms an analytical framework from resource mobilization theory and constructivism theory and analyzes the KoFID’s website and the materials of its general assembly for 13 years. Result: The potential for KoFID to undertake policy advocacy was well established in the environment surrounding civil society, government, and the international community since the mid-2000s. Civil society’s experience in policy advocacy provided human resources, financial resources, and expertise. The experience of networks and individual organizations in policy advocacy, as well as the government's policy orientation, increased the motivation of CSOs to engage in policy advocacy. Civil society was concerned about the government's perspective and attitude toward civil society as a recipient of ODA and as a complement to government policies. The collective identity of the need for civil society to play a role as a policy advocate was shared among the participating organizations. Based on this, the KoFID has been implemented collective actions as a policy advocate. Conclusion and Implication: The KoFID has been conducting policy monitoring and alternative proposal activities to the government with a collective identity as a policy advocate by mobilizing the resources of development NGOs and CSOs, inluding their organizations, people, and experience.
