국문 초록

연구목적: 왜 북한은 지속가능발전목표(SDG)를 이행하고자 하는가? 북한의 SDG 수용 및 내재화에 있어 이들이 마주하게 되는 특수한 한계와 기회는 무엇 인가? 본 논문은 규범 수용 이론(norm compliance theory)에 기반하여 SDG의 17개 목표 중 데이터 결측치가 두드러지는 빈곤 목표(SDG 1)을 중심으로 북한 당국의 SDG 수용성을 평가하고자 하였다. 연구의 중요성: SDG는 모든 국가를 대상으로 적용되는 선진화된 국제발전 규범이나, 개도국과 최빈국의 경우, SDG 이행(특히, SDG가 요구하는 개발 통 계 생성과 공유)에 있어 상당한 취약성을 보이고 있다. 북한이라는 국가 사례를 통해 SDG 이행에 있어 개도국 정부가 마주하는 특수한 한계와 기회를 파악하 고, 이를 통해 이론적·정책적 시사점을 도출하고자 하였다. 연구방법론: 분석에 있어서 북한의 ‘자발적 국별 보고서(VNR)’를 포함한 일련의 정부 통계 및 발표 문서들을 활용해 내용분석(content analysis)을 실시하였다. 이외에도 국내외에서 발행된 북한 빈곤 관련 학술연구 및 보고서도 검토하였다. 연구결과: 제도주의(institutionalism) 관점에서 통계 역량, 현지화, 이행체계라 는 분석 지점들을 살펴봤을 때, 저자들은 북한의 낮은 SDG 수용성을 정부의 통계 역량 문제로만 해석하거나, 기술적인 차원의 지원 내지 국제협력으로만 해소될 사안이 아니라는 점을 강조한다. 역량 문제를 넘어서 북한의 고유한 체제 및 제도적 맥락들로부터 기인한 ‘특수성’과 SDG 빈곤 담론 수용에 있어 북한 당국이 보인 ‘전략적 행태’(예를 들면, 빈곤 개념 회피 또는 대체 지표 개발)를 조명하였다. 결론 및 시사점: 북한을 비롯한 개도국의 SDG 이행의 질(quality)을 제고하기 위해 국제사회는 통계협력과 같은 기술적 측면의 접근에만 그칠 것이 아니라 개도국의 국제규범 수용에 있어 발현되는 전략적 행태 및 제도적 특수성을 고려한 지원과 투자가 필요할 것으로 보인다.

영문 초록

Purpose: Based on the compliance theory and the institutionalist approach, this article is intended to assess North Korea’s compliance levels of No Poverty goal under the Sustainable Development Goals (SDGs). Originality: Although SDGs stands for advanced global norms, its application constitutes significant challenges for the developing world. For the better achievement of SDG within the global community, this paper highlights country-specific limitations and opportunities for SDG compliance and implementation through the case of North Korea. Methodology: For the analysis, this study conducts content analysis on a range of documents and information released by the North Korean government, including the Voluntary National Review (2021) and the Multiple Indicator Cluster Survey (2018). In order to evaluate the direct and indirect availability of poverty data (including estimates), relevant academic works and reports are also reviewed. Result: To assess and explain North Korea’s weak compliance, this study does not stick to the issue of statistical capacity only. For incorporating the wider institutional contexts, the localization of the global discourse on poverty and the internal structure for SDG implementation are also highlighted. Despite the country’s willingness, due to the communist tradition as well as regime justification, we interpret that the country still shows strategic but roundabout behavior in adopting the global concept of poverty. Conclusion and Implication: This study concludes with recommendations that can help North Korea improve its compliance with the SDG.
