가나 협동조합 활성화 정책과 개발협력 파트너의 역할

국문 초록

연구목적: 가나의 협동조합은 90년 이상의 역사를 갖고 있지만, 국가 경제에 대한 기여도가 미미하고 사회경제적 기업으로서 성공사례도 매우 적다. 이에 가나 협동조합의 취약한 역량을 개선하기 위한 정책요인을 밝히고 가나정부와 개발협력 파트너의 실천사항을 제시하였다. 연구의 중요성: 한국 연구자들의 아프리카 협동조합에 대한 연구는 거의 전무 하다. 협동조합은 개발도상국의 개발을 촉진하는 기제이고, 한국의 협동조합은 국제사회에서 우수한 모델로 관심을 받고 있다. 본 연구는 국제개발협력의 관 점에서 아프리카 협동조합 발전을 위한 KOICA 등 개발협력 파트너에게 시사 점을 제공한다. 연구방법론: 순서형 프로빗 모형을 활용해 가나 협동조합 정책의 효과성을 결정하는 인자를 발견하였다. 데이터는 가나 협동조합 관련 공무원 94명과 민 간조직의 직원 5명으로부터 수집했다. 연구결과: 협동조합의 혜택에 대한 가나국민의 인지와 협동조합 감사의 적절 성이 통계적으로 유의미한 요인으로 나타났다. 협동조합 정책의 우선분야는 협동조합의 발전 지원이며, 가나 협동조합청에 시급히 필요한 자원은 예산배분 이다. 협동조합청의 성과를 측정하는 지표로 유효한 등록증을 보유한 협동조합 의 수가 선호되었다. 결론 및 시사점: 가나 협동조합청은 공무원의 감사역량 강화를 위한 교육을 우선 추진하고, 대국민 협동조합 캠페인을 고려할 수 있을 것이다. 고용노동부 는 협동조합 정책 총괄부처로서 협동조합법 개정을 조속히 완료하고, 협동조합 관련 통계 역량을 강화해야 한다. KOICA를 비롯한 개발협력 파트너는 고용노 동부/협동조합청과 협동조합 역량강화를 위한 공동 프로젝트를 발굴하고, 협동 조합의 임원과 조합원은 교육과 거래 확대를 위해 기회를 적극적으로 활용하고 지역사회와 협력을 강화해야 한다.

영문 초록

Purpose: Cooperatives in Ghana, despite the history since 1920s, have contributed minimally to the national economy and demonstrated only a few success cases as socioeconomic enterprises. This study aimed to identify policy factors which enable the promotion of cooperatives in Ghana, and suggested actions to be taken by the government of Ghana and development partners. Originality: Korean researchers have rarely studied African cooperatives. Cooperatives are a proven mechanism for the economic advancement of developing countries, while Korean cooperatives have been globally recognized as excellent business organizations. This study presents an implication to roles of development partners like KOICA in empowering Africa’s cooperatives as a development cooperation agenda. Methodology: An ordered Probit model was employed to identify determinants of effectiveness of Ghana’s cooperative policy. The data was collected from 94 public officers and 5 employees of private entities in the cooperative sector. Result: Public awareness of cooperative’s benefit and audit service influenced effectiveness of Ghana’s cooperative policy. The policy should prioritize support to cooperatives’ empowerment, and the most urgent resource required by the Department of Cooperatives (DOC) was budget allocation. As a means to measure performance of DOC, number of cooperatives which own a valid certificate was most preferred. Conclusion and Implication: DOC is recommended to strengthen officer’s audit service and consider running a public awareness campaign on cooperative’s benefits. The Ministry of Employment and Labour Relations (MELR), as an overarching ministry of cooperative policy of Ghana, should quicken the revision of the Cooperative Societies Act and upgrade statistical reporting. Development partners such as KOICA are advised to identify a joint project with MELR/DOC to empower the cooperatives. Cooperative leaders and members should actively seek an opportunity for training and business transactions, and strengthen a partnership with their community.
