국문 초록

연구목적: 본 연구는 대북지식공유에 대한 이론적 논의와 현실의 간극을 줄이 고 지식공유 효과성을 제고하기 위한 방안으로서 지식공유 플랫폼을 SDGs 이행 메커니즘에 연계하는 방안을 모색한다. 연구의 중요성: 촘촘한 대북제재가 유지되고 있는 현실을 고려할 때 발전된 기술과 지식을 개발동력으로 하는 지식공유의 중요성이 강조된다. 그러나 현재 까지 대북지식공유에 대한 이론적 접근은 체제전환을 전제로 한 거대 담론을 위주로 논의된 반면 현실에서 이행된 사업은 단편적이고 파편적인 교육 및 훈련이나, 프로젝트에 병행되는 단순 기술이전에 그쳐 그 성과가 미미하다. 이 연구는 북한의 SDGs 이행 메커니즘에 지식 플랫폼을 연계함으로서 지식공 유 이론과 북한의 현실의 간극을 줄이고 개발역량 강화를 제고할 수 있는 정책 적, 실천적 연구로서 의미를 갖는다. 연구방법론: 지식공유에 대한 북한의 인식을 문헌과 인터뷰 등을 통해 확인하 고, 기존의 대북 기술협력 및 지식공유 사업 자료 및 선행연구를 분석하여 그 특징을 도출하였다. 특히 북한에서 이행된 지식공유 및 기술협력 사업의 시작 과 이행과정을 파악하기 위해서 3회의 비공개 인터뷰를 실시하고 비공개 발표 를 내용을 참고하였다. 아울러 지식공유 관련 주요 국제기구 보고서 및 선행연 구를 검토하였다. 연구결과: 현재까지의 지식공유 사업은 장기간 신뢰를 쌓아온 국제기구나 NGO를 통해 이행되었는데, 일반적으로 시장경제 관련 분야에 대한 단편적이 고 일회적인 교육, 훈련이 주를 이룬다. 기술협력은 일회성 교육을 대상을 바꾸 어 반복한다는 점에서 비효율적이며 독자적인 지식공유 사업은 고위공무원을 대상으로 이행되었으나 지식이 내부에서 확산되지 못하였다. 이전된 기술과 지식이 북한 내에서 축적되고 재생산되기 위해서는 분야별로 공여자들과 북한 내부 전문가, 담당부처, 전문기관과의 수평적, 수직적 교류가 필요하며, 대내적 으로는 지식 재생산 허브가 형성되어야 한다. 본고는 북한의 SDGs 이행 메커니 즘의 기술위원회(TC)가 사업채널을 통해 축적되는 분야별 정보, 지식, 사업평 가 등을 종합하는 허브 기관으로서 공여자의 지식공유 플랫폼과 연계가능하다 는 대안을 제시한다. 결론 및 시사점: 강력한 대북제재가 유지되고 있는 동안 본격적인 북한개발이 이행되기는 어려우나, 장기적으로 개발역량을 강화하기 위한 환경이 구축되기 위한 방안들이 마련되는 것이 중요하다. SDGs 이행 메커니즘과 지식공유 플랫 폼을 연계하는 방안은 여러 가지 현실적인 제약 하에서 북한의 개발역량을 강화하여 시너지를 낼 수 있는 새로운 접근으로서 정책적 시사점을 갖는다.

영문 초록

Purpose: This study seeks to link the knowledge sharing platform to the SDGs implementation mechanism as a way to reduce the gap between theoretical discussions and reality on knowledge sharing with North Korea and improve the effectiveness of knowledge sharing. Originality: While the theoretical approach to knowledge sharing has been discussed mainly on the grand discourse on the premise of regime change, the projects implemented in reality were mainly simple technology transfers or short-term one-time economic knowledge transfer. This study has significance as a practical policy study that can narrow the gap between knowledge sharing theory and North Korea's reality and enhance development capacity by seeking ways to connect the knowledge platform to North Korea's SDGs implementation mechanism. Methodology: This study confirmed North Korea's perception of knowledge sharing through literature reviews and interviews, and analyzed existing technical assistance and knowledge sharing project data and preceding studies to derive its characteristics. In particular, three closed interviews were conducted and the contents of the closed presentations were referred to. In addition, reports and previous studies of major international organizations related to knowledge sharing were reviewed. Result: In order for the transferred technology and knowledge to be accumulated and reproduced in North Korea, horizontal and vertical exchanges between donors in each field and North Korea's internal experts, ministries, and specialized organizations are required, and a knowledge reproduction hub must be formed internally. This paper presents an alternative that the technical committee (TC) of North Korea's SDGs implementation mechanism is a hub institution that integrates sectoral information, knowledge, and project evaluations accumulated through business channels and can be linked to donor knowledge sharing platforms. Conclusion and Implication: This study has policy implications as a new approach that can create synergies by strengthening North Korea's development capabilities under various realistic constraints.
