국문 초록

한국 민간경비 산업의 양적 성정과 더불어 질적 성장은 민간경비가 국민의 생명ㆍ신체 및 재산을 보호하는 데 있어 경찰력을 실질적으로 보완하는 기능을 담당하고 있다는 점은 보다 전문적인 형태의 민간경비서비스 제공이 필요한 이유이다. 경비원 전문성 향상을 위한 자격제도 도입방안을 제시한 이 논문은 다음과 같은 결론을 도출하였다. 첫째, 경비업무를 명확히 구분하여 경비업무의 분야와 범위에 따른 자격증의 세분화가 이루어져야한다. 둘째, 민간경비 검정자격의 구분이 필요하다. 셋째, 평가방법에 있어 학과시험 뿐만 아니라 실기시험을 병행하여 복합적인 평가가 이뤄져야 한다. 넷째, 학과-실기 과목의 연계를 통한 평가가 이루어져야 한다. 현재 경비업은 업무범위, 교육, 관리, 감독 등 다양한 문제들이 복합적으로 얽혀있어 단발적 연구보다 복합적 연구가 필요하며, 민간경비원 검정제도 이외에도 경비업무의 명확화･구체화를 통한 경비업 개정, 직무연구를 통한 현장-직무연계 교육훈련과목 도출, 관리감독기관의 역할 및 변화, 경비관련 전문인력 활용 등 다양한 연구와 지원을 통해 하나의 전문분야로의 도약과 발전을 이루어야 할 것이다. 는 경우 시민 및 관광객의 참여로 인한 혼잡 및 테러리즘 등 안전상의 문제점이 대두되고 있다. 이러한 문제점들은 사회가 다변화되어감에 따라 그 발생원인 또한 변화되어 왔으며, 대규모 시민참여 행사의 안전대책 역시 변화하는 사회 위협요소들에 따라 변화되어야 한다.

영문 초록

The qualitative growth as well as the quantitative growth of the Korean private security industry is that the private security is in charge of the function of substantially supplementing the police force in protecting the life, body and property of the people. And that's why it's necessary to study. This study, which presented a plan to introduce a qualification system to improve the professionalism of security guards, drew the following conclusions. First, the security work must be clearly classified and the qualification certificates must be subdivided according to the field and scope of the security work. Second, it is necessary to distinguish between qualifications for private security guard examination. Third, in the evaluation method, not only the department test but also the practical test should be conducted in a complex way. Fourth, evaluation should be conducted through the connection between department and practical course. Currently, the security industry is complexly intertwined with various issues such as scope of work, education, management, and supervision, so a complex study is needed rather than a single study. - It is necessary to make a leap and develop into one specialized field through various research and support, such as deriving job-related education and training subjects, roles and changes of management and supervision institutions, and utilization of security-related professionals. In this case, safety problems such as congestion and terrorism due to the participation of citizens and tourists are emerging. The causes of these problems have also changed as society has diversified, and safety measures for large-scale events involving citizens must also change according to the changing social threat factors.
