천안지역의 미서훈 독립운동가 발굴 및 서훈 추진

국문 초록

충남역사문화연구원은 2020년부터 예산군 출신으로 서훈받지 못한 일명 ‘숨은 독립운동가 발굴 사업’을 시작하였다. 6개월이라는 기간 동안 진행한 이 사업은 서훈받지 못했으나 독립운동 활동 내역이 확인되는 예산 출신 독립운동가 163명을 발굴해내는 성과를 도출하였다. 이들 중 국가보훈처의 서훈 신청 기준에 부합된다고 판단되는 92명에 대해 공적조서를 작성하여 서훈신청을 진행하였다. 이후 2021년까지 부여(추가 발굴까지 2단계로 진행), 서천, 서산, 천안까지 2년 동안 총 5개 시군을 대상으로 ‘숨은 독립운동가 발굴사업’을 수행하였다. 올해는 아산과 홍성을 대상으로 사업을 수행하고 있는 중이다. 미서훈 독립운동가를 발굴하여 서훈을 신청하는 작업은 연구사업이 보훈사업으로 직접 연결된다는 점에서 의미가 크다. 미서훈 독립운동가를 발굴하는 과정은 지역의 독립운동사를 확대하는 과정이면서, 서훈 신청은 실질적으로 독립운동가 선양 뿐 아니라 후손에게 직접적인 혜택을 줄 수 있다는 점에서도 보람된 작업이다. 물론, 독립유공자의 수적 증가가 지역의 독립정신이나 독립운동을 대변할 수는 없지만, 지역의 독립운동에 대한 관심이 새로운 자료 발굴이나 연구, 보훈사업으로 확대된다는 점에서 객관적인 영역 확대라는 측면을 간과할 수는 없다. 실제적으로 현재 독립운동가 발굴 사업을 진행하고 있는 충청남도와 전라남도의 독립유공자 증가수가 뚜렷하다는 사실은 연구와 보훈사업을 모두 충족시킨다는 점에서 의미를 갖는다. 2022년 9월 현재 전국의 독립유공자는 17,588명이고, 충남은 1,670명으로 경북 다음으로 전국에서 두 번째로 유공자를 많이 보유하고 있는 지역이다. 전국에서 가장 많은 독립유공자를 보유하고 있는 경상북도(2,440명)는 경북독립운동기념관을 통해 경북의 독립운동과 관련한 연구 및 대중화사업을 독자적으로 진행하고 있다. 이러한 점은 지역의 독립운동에 대한 관심과 연구가 독립유공자 보유 수치와 보훈, 선양사업과 분리되어 설명할 수 없다는 점에서 중요성을 시사한다.

영문 초록

Since 2020, the Chungnam Institute of History and Culture has started the so-called “Hidden Independence Activist Discovery Project” that has not been honored by those from the budget county. The project, which lasted six months, did not receive any awards, but it yielded the results of identifying 163 independence activists from the budget whose history of independence movement activities is confirmed. Among them, 92 people who were judged to meet the criteria for applying for the award of the National Veterans Administration were prepared with an official report and proceeded to apply for the award. Then, for two years, including Buyeo (further excavation will be carried out in two stages), Seocheon, Seosan, and Cheonan, until 2021, a “hidden independence activist excavation project” was carried out for a total of five cities. This year, we are carrying out projects in Asan and Hongseong. Based on the results of this project, the budget group was awarded a commendation (2021.9) by the Department of Veterans Affairs, and the researcher was awarded an institutional and individual commendation (2021.4) by the Buyeo military. In addition, this project has achieved remarkable results, such as being selected as one of the ‘Top 10 Measures for Chungnam Province’. The task of discovering independence activists and applying for the award is significant in that the research project is directly linked to the veterans’ project. The process of discovering independence activists is a process of expanding the history of the local independence movement, and it is also a rewarding task in that applying for Seo Hoon can actually directly benefit not only independence activists but also their descendants. Of course, the increase in the number of independent meritorious people does not represent the spirit of independence or the independence movement in the region, but the aspect of expanding the objective sphere cannot be overlooked in that interest in the independence movement in the region extends to the discovery of new materials, research, and veterans’ projects. In fact, the fact that the number of independent meritorious people in South Chungcheong Province and South Jeolla Province, which are currently conducting independence activist discovery projects, is evident in that it satisfies both research and veterans’ projects. As of September 2022, there are 17,588 independent meritorious people nationwide, and Chungnam has 1,670, making it the second largest region in the country after North Gyeongsang. North Gyeongsang Province (2,440 people), which has the largest number of independent meritorious people in the country, is independently conducting research and popularization projects related to the independence movement in North Gyeongsang through the Gyeongbuk Independence Movement Memorial Hall. This suggests the importance of interest in and research in the local independence movement in that it cannot be explained in isolation from the figures of independent merit holdings, veterans’ affairs, and shenyang projects.
