범죄예방교육 사업 도입을 위한 탐색적 연구

국문 초록

본 연구는 평생교육관점에서 교정기관을 바라보며, 한국법무보호복지공단의법무보호복지사업이 중심이 되어 출소(예정)자들이 출소전부터 출소이후 사회적응단계 전체적으로 다양한 교육기회를 부여하는『교육기반 바라지(가칭)』모형을 제시하고자 한다. 이를 통하여 상대적으로 교육기회가 부족한 출소자들에게범죄예방 교육 사업을 도입하는 실천적 제안을 하고자 한다. 본 연구에서는 교정기관에서 진행하는 교육과 일반인을 포함 한 다양한 사람들을 대상으로 하는 법교육을 현황을 분석해 보았다. 교정기관에서 이루어지는교육은 사회적 현실을 반영할 수 없고, 출소와 동시에 연속성이 떨어 질 수 있다는 한계점이 있다. 물론 교정기관의 본연의 목적은 사회와의 격리가 우선일 것이다. 하지만 출소자의 안정적인 사회복귀를 지원하는 관점으로 현실성 있는 교육연계방안이 필요한 것이다. 지금까지 분석 결과를 바탕으로 『교육기반 바라지(가칭)』모형을 위한 방안은 다음과 같다. 첫째, 사회서비스일자리 인력 양성을 위한 교육과정 개설이 필요하다. 둘째, 교정기관 전용 사이버 대학교를 운영하여 수용자들의 수요를 파악한 교과목 개설 및 수준별 교육이 필요하다. 셋째, 한국법무보호복지공단이 중심이 되어 일반대학교 연계 또는 병합을 통한 범죄예방교육 전담 기관설립이 필요하다. 넷째, 한국법무보호복지공단 법무보호교육원의 기능전환이 필요하다. 다섯째, 교정기관에서 운영하고 있는 보라미방송국을 통한 범죄예방교육 사업수행이 필요하다. 아울러 통신사와 연계해서 출소자에게 교육용 핸드폰 공급을 할 수 있도록 지역사회 자원을 연계하는 것도 필요 할 것이다. 범죄예방 교육은 단순히 교육의 기능을 벗어나서 범죄경력이 있는 대상자들에게 다시 범죄를 저지르는 악순환의 고리에서 벗어나도록 하는 새로운 시스템이라고 볼 수 있다. 이론적 배경에 있는 출소자의 사회복귀 협력체계를 만들기위한 방안으로 범죄예방관점의 교정교육, 평생교육기관으로서의 교도소의 연결고리 역할을 할 수 있는 공신력 있는 기관은 한국법무보호복지공단일 것이다. 이를기반으로 하여 한국법무보호복지공단은 앞서 언급한 방안을 중심으로 범죄예방교육사업의 영역을 포괄 할 수 있는 중장기 발전 방향을 모색해야 할 것이다.

영문 초록

Looking at the correctional institution from the perspective of lifelong education, centered on the legal protection welfare project of Korea Legal Protection Welfare Project Corporation, this study attempts to propose an “education-based prison aid-caring (tentative name)” model that provides the released convicts (planned) with various educational opportunities throughout the social adaptation stage from before release from prison to after release from prison. Through this, this study intends to make a practical proposal to introduce a crime prevention education project to the released convicts who have relatively few educational opportunities. This study attempted to analyze the current state of the education conducted at the correctional institution, and that of the law education for diverse people including the general public. Education conducted in correctional institutions cannot reflect social reality and has limitations in that continuity can be lost as soon as convicts are released from prison. Of course, the original purpose of a correctional institution is to have the convicts be isolated from society first. However, a realistic educational linkage plan is needed from the perspective of supporting the stable return to society of released convicts. Based on the analysis results so far, the plan for the “education-based prison aid-caring (tentative name)” model is as follows. First, it is necessary to open a curriculum for nurturing human resources for social service jobs. Second, through operating a cyber university dedicated to correctional institutions, it is necessary to open courses that identify the demands of prisoners and provide education by level. Third, it is necessary to establish an institution dedicated to crime prevention education through linking or merging with general universities with the Korea Legal Protection Welfare Project as the center. Fourth, it is necessary to shift the function of the Legal Protection Education Center of the Korea Legal Protection Welfare Project Corporation. Fifth, it is necessary to carry out a crime prevention education project through the Borami broadcasting station operated by the correctional institution. In addition, it will be necessary to link with community resources so that the mobile phone for education can be supplied to the released convicts in connection with the telecommunication companies. Crime prevention education can be seen as a new system that goes beyond the simple function of education, which helps them to break free from the vicious cycle of re-committing crimes for released convicts with criminal history. As a measure to create a cooperative system for social rehabilitation of released convicts in the theoretical background, the Korea Legal Protection Welfare Project Corporation is a publicly reliable institution that can serve as a link between prison education as a crime prevention point of view and lifelong education institution. Based on this, the Korea Legal Protection Welfare Project Corporation should seek a mid- to long-term development direction that can encompass the area of the crime prevention education project, focusing on the aforementioned measures.
