법무보호대상자 심리상담의 현황과 향후 발전 뱡향

국문 초록

공단은 2012년부터 법무보호대상자의 재사회화 도모와 재범률을 낮추기 위한 방안으로 심리・정서적 지원을 위해 심리상담 전문가를 일선기관에 배치하여 심리상담 서비스와 가족희망사업을 제공하고 있다. 법무보호대상자 및 그 가족들의 심리적 호소 및 문제를 중심으로 이루어지며, 주요 호소 문제는 출소 이후 사회 적응과정에서 느끼는 우울, 불안, 대인관계 위축, 가족문제, 재범 충동, 각종 중독문제 등으로 다양하다. 또한, 법무보호대상자와 가족을 위한 심리상담 관련 연구 및 프로그램을 지속적으로 개발하였으며, 법무보호대상자의 특성이 반영되고 심리건강 상태를 간편하게 파악하기 위해 보호대상자용 심리건강 척도(KPHI-RC)를 개발·제작하여 사용하고 있다. 상담체계 변화를 통해 심리검사를 중심으로 초기상담을 진행하고 위험군별 집중상담으로 상담체계를 구축함에 따라 숙식지원·취업지원·심리상담으로 연결되는 협력체계도 갖추게 되었다. 하지만 보호대상자의 상담에 대한 낮은 동기, 내부적으로 상담사에 대한 다양한 역할 요구, 상담 경험이 전수되기 어려운 구조가 지속됨에 따라 상담사의 정체성 혼란과 소진에 대한 대처하는 것이 과제로 남아 있다. 앞으로 심리상담의 확장을 위해 정신질환 대상자 전문 처우센터와 거점별 심리치유센터 건립, 빅데이터를 활용한 전문치료 프로그램 개발, 통합사례관리 도입으로 타 영역과의 협력과 소통 강화가 필요할 것으로 보인다.

영문 초록

Since 2012, the Korea Rehabilitation Agency has been providing psychological counseling services and family hope projects by placing psychological counseling experts at front-line institutions for psychological and emotional support as a measure to promote resocialization and lower the recidivism rate of those subject to legal protection. It focuses on the psychological complaints and problems of the rehabilitation protected recipient & family, and the main complaints are diverse, such as depression, anxiety, atrophy in interpersonal relationships, family problems, recidivism urges, and various addiction problems experienced in the process of adapting to society after release. In addition, we have continuously developed research and programs related to psychological counseling for legal protection recipients and their families, and developed and used psychological health measures(is called “KPHI-RC”) for legal protection targets to reflect the characteristics of legal protection targets and to easily understand their psychological health status. Through the change of the counseling system, initial counseling was conducted centered on psychological tests and the counseling system was established with intensive counseling for each risk group, so that a cooperative system connected with accommodation, employment, and psychological counseling was established. However, as the protection target's low motivation for counseling, the internal demand for various roles for the counselor, and the structure in which it is difficult to pass on the counseling experience, coping with the counselor's identity confusion and exhaustion remains a challenge. In the future, for the expansion of psychological counseling, cooperation and communication with other fields are expected to be strengthened by establishing specialized treatment centers for people with mental illness and psychological healing centers for each base, developing specialized treatment programs using big data, and introducing integrated case management.
