외국인범죄의 현황과 대응방안 -다문화사회의 범죄 형태를 중심으로-

국문 초록

오늘날 우리사회는 다문화사회이다. 즉 동남아 등의 많은 외국인 노동자들이 3D업종의 대체인력자로 우리나라에 유입되면서 이들의 집단거주지 등에서 자연스럽게 다문화사회가 형성되었다. 이러한 다문화사회를 긍정적인 입장에서 바라본다면 사회의발전을 위하여 시너지효과를 기대할 수 있다. 그러나 외국인에 의하여 발생하는 범죄는 우리사회에 부정적인 시각을 가지게 한다. 특히 현재 외국인 노동자 및 불법체류자 그 밖의 관광객 등의 유동인구가 증가하면서 그에 비례하여 외국인범죄가 증가하는 추세이다. 이러한 외국인범죄의 증가는 장기적인 관점에서 우리사회의 발전을저해할 수 있기 때문에 범죄억제를 위하여 새로운 접근이 필요한 상황이다. 따라서 필자는 이러한 문제점을 해결하고자 다문화사회에서 외국인범죄의 현황을분석하여 범죄예방의 측면에서 효율적인 대응방안을 다음과 제시하고자 한다. 첫째, 우리사회 구성원들이 다문화사회를 이해하고, 타국 출신의 외국인을 우리 사회구성원으로 내국인과 동등하게 수용하는 시민의식의 함양이 필요하다. 둘째, 다문화사회의 정착을 위하여 국가기관에서 시민들을 대상으로 한 체계적인 교육과 외국인의 정착을 위한 특별관심대책을 지속적으로 실시하여야 한다. 셋째, 외국인범죄의 억제 및예방을 위하여 입국심사기능을 강화하여 입국에서부터 국내체류 및 정착, 이동경로그리고 출국까지 관련 국가기관에서 정보를 공유할 수 있는 Onestop서비스 외국인관리시스템을 구축하여야 한다. 넷째, 외국인범죄의 예방정책을 체계적으로 운용하기위하여 외국인범죄대책위원회 혹은 외국인범죄대책본부를 설치하는 것이 바람직하다.

영문 초록

Today's, Korean society is a multicultural society. In other words, many foreign workers such as Southeast Asian countries were introduced to Korea as substitute workers in the 3D industry, and multicultural society was naturally formed in their group residence. If we look at these multicultural societies positively, we can expect synergy effects for the development of society. However, crimes caused by foreigners have a negative view on our society. Especially, as the current population of foreign workers, illegal aliens and other tourists increase, the proportion of foreign crime increases. Such an increase in the number of foreigners' crimes can hamper the development of our society from a long-term point of view. so a new approach is needed for crime prevention. In order to solve these problems, the authors analyze the current status of foreign crime in a multicultural society and propose effective countermeasures in terms of crime prevention. First, we need to cultivate civic consciousness that our members understand multicultural society and accept foreigners from other countries as members of our society equally with Koreans. Second, for the settlement of multicultural society, systematic education for citizens at national institutions and special attention measures for the settlement of foreigners should be continuously implemented. Third, the immigration screening function should be strengthened for the prevention and prevention of foreigner crime, and the one-stop service foreigner management system should be constructed to share information from the relevant national institutions from entry to stay, settlement, route and departure. Fourth, it is desirable to establish the Foreign Criminal Countermeasures Committee or the Foreign Criminal Countermeasures Headquarters in order to systematically manage the prevention of foreign crime.
