국문 초록

이 연구는 글로벌 가치사슬(GVC)에서의 가치포획을 확대시키는 지식재산의 역할을 비판적으로 탐색한다. 이를 위해 2007~2021년의 국제산업연관표(ICIO)를 분해하여 분석한 결과 연구개발 등 전문 서비스의 전체 무역 내 부가가치 비중 및 자국의 기여도는 나라별로 점점 양극화되는 양상을 보였다. 또한 ICIO로 구축한 국가 간 패널 계량분석에서도 GVC 참여가 경상수지를 호전시키는 효과는 분명하지 않은 반면 지재권수지에는 뚜렷하게 부정적인 영향을 미치며 이 같은 결과는 고소득 선진국이 아닌 나라들일수록 두드러진다. 결국 참여국들에게 전문화와 생산성 향상, 경제사회적 업그레이딩의 기회를 제공한다는 GVC 통합의 청사진과 달리, ‘글로벌 공장’에서 생산된 부가가치의 상당한 몫이 지식재산을 배타적으로 집중하고 지배하는 고소득 선진국들에게 불균등하게 ‘글로벌 렌트’의 형태로 전유·포획되고 있다.

영문 초록

The present study offers a critical exploration of the role of intellectual property in enhancing value capture within global value chains (GVCs). Using intercountry inputoutput tables (ICIO), We decompose aggregate exports based on the origin of their valueadded content and demonstrate that the valueadded contributions of the R&D and professional service industries have not only significantly increased but have also grown disproportionately among countries with different levels of economic development. Additionally, by analyzing a panel of advanced and emerging countries, we provide evidence that GVC participation leads to a decline in intellectual property income balance, particularly for countries outside the high-income advanced group. Contrary to the proposed blueprint of greater integration into GVCs, which allegedly stimulates productivity growth through technological specialization and promotes economic and social upgrading, our findings indicate that the lion's share of valueadded produced within the “global factory” is unevenly appropriated as “global rent” by high-income advanced countries, who monopolize and control intellectual property in GVCs.
