국문 초록

남북관계의 진전에도 불구하고 북미갈등은 여전하다. 북미는 한국전쟁이후 계속 적대적 관계를 청산하지 못하고 대립과 갈등의 관계 속에 있다. 특히 북한은 현재 심각한 경제난과 체제 위기적 상황에 있고, 군사적인 문제는 대립적 북미관계의 핵심적 사안이다. 이에 북한은 6자회담을 통해 체제유지 및 경제위기탈피 및 북미관계의 정상화를 하고자 한다. 하지만 북미간에는 여전히 북미제네바 핵 협정문제, 북핵 및 미사일문제, 북한의 재래식무기와 생화학 무기, 미국의 대북 경제제재 조치 문제, 북미간의 평화협정체결문제, 미군유해송환문제 등이 잔존하고 있다. 그렇지만 중국 베이징 6자회담을 통해 북미관계가 일부 진전되는 기미를 보이고 있고, 주변국도 대체적으로 긍정적 입장이다. 한반도를 둘러싼 이러한 화해분위기를 통해 한반도는 물론 동북아지역의 불안정적 요인을 제거하기 위하여 국제관계에서 안전벨트 역할을 할 수 있는 다자주의적 제도를 적극적으로 모색할 필요가 제기된다.

영문 초록

In spite of the relationship improvement between the South and the North, conflicts between the North and the US remain unchanged. The two countries are still in hostility and conflict each other. In particular, the North Korea is in serious economic difficulties and regime crisis, and military problems are the core issues in the antagonistic N. Korea-US relationship. Under this background, the North wants to maintain its regime, avoid the economic crisis, and normalize the relationship with the US through the 6-party talk. However, there still remain many issues to be considered between the North and the US, for example, the Nuclear Agreement between the North and the US in Geneva, North Korea's nuclear program and nuclear weapons, North Korea's conventional and biochemical weapons, economic sanctions by US against the North Korea, peace agreement between the North and the US, and the repatriation of the remains of Korean war American soldiers. Nonetheless, there are signs that the relationship between the North and the US is improving, and the peripheral countries show positive gesture as a whole. It is necessary for South Korea to aggressively introduce multilateralistic approaches that may play a role of safety belt in the international relationships in order to eliminate the unstable factors in Northeastern Asian region as well as in the Korean peninsula by using the amicable atmosphere around the Korean peninsula.
