국문 초록

본 논문은 북한의2005년 2월 10일 북한의 외무성의 핵보유 성명을 분석하고 우리의 대응을 분석해본 것이다. 북한은 이 성명을 통해 “6자회담 참가 명분이 마련되고 회담결과를 기대할 수 있는 충분한 조건과 분위기가 조성되었다고 인정될 때까지 불가피하게 6자회담 참가를 무기한 중단하고, ....자위를 위해 핵무기를 만들었다”는 명료한 표현으로 핵무기 보유를 처음으로 공식 선언하였다. 북한의 의도에 대한 다수 전문가들의 분석은 북한의 핵 보유 언급이 부시 행정부에 대해 배수진을 친 것으로 해석하고 있다. 핵전략이론에 비춰본다면 북한의 핵보유 선언은 ‘정치적 문턱’을 넘은 것에 해당한다. 핵무기를 만들어 놓고 공개하지 않으면서 냄새만 피우는 것은 ‘기술적 문턱’만 넘은 경우로, 필요하면 핵 보유를 부인할 수도 있고 국제제재를 피할 명분도 포기하지 않은 상태다. 북한 외무성의 2·10 성명으로 단기적으로는 남북관계와 북미관계가 어려움에 빠질 공산은 크지만 중장기적으로 핵보유의 모호성을 떨치고 핵폐기까지 요구할 수 있는 협상의 단서가 마련되었고 우리에게 군사적으로 국가안보에 철저히 대비하도록 경종을 주었다는 측면에서 볼 때 의미가 크다. 북한의 핵보유선언과 관련한 우리의 대응은 외교적이면서도 군사적이어야 한다.

영문 초록

The purpose of this thesis is to analyse the North Korea(DPRK) Foreign Ministry's statement of NK's Possession of Nuclear Weapons and ROK's strategy. On February 10, 2005 North Korea announced that it would indefinitely suspend its participation the six-party Talks until it felt that there was justification for it to return to the talks, and ample conditions and an atmosphere in which positive results could be expected from these talks. Moreover it also announced that it had developed 'nuclear weapons' in order to protect itself and that it would take measures to expand its nuclear arsenal in order to be able preserve freedom and democracy. Many opinions have emerged as to why North Korea decided to make this February 10 statement. These include: 1) to increase its negotiation power or raise its 'value' 2) to cancel the six-party format and replace it with a new dialogue mechanism; 3) to make its possession of nuclear weapons an established fact. The Korean government' strategy must include diplomatic and military means. Fist of all, our government should do our best in order to make the peaceful resolution of North Korean nuclear problem. The Korean government must also seriously review how it will go about implementing its unification and security policies toward a nuclear North Korea if the six-party talks fail. The government should also prepare for situations in which the environment surrounding efforts to resolve the North Korean nuclear issue suddenly takes a significant turn for the worse.
