국문 초록

중국은 4개현대화의 성공여부가 화교들에게 달려있다고 생각하고 화교자본과 화교네트워크 활용의 중요성을 인식, 적극적인 화교와의 연계강화와 교류증진을 추진하였다. 특히 화교들의 재력과 두뇌를 유치하기 위해 파격적인 우대조치를 취하고, 각종 화상 네트워크와 세계 각종 화교네트워크를 적극 지원함으로써 이들 조직을 통해 국제적인 망을 확대 형성해 갔다. 이들 화교네트워크는 혈연, 지연 및 동종업종의 경제구조의 결합을 바탕으로 형성하는 이른바, 관계(??시) 메커니즘에 근거하여 집단 내 강한 결속력을 갖고 있으면서 효율적으로 세계시장에 대응하고 있는 게 특징이다. 이러한 화교사회는 다른 어느 민족보다 현지화와 민족적인 정체성을 발전 승계시켜왔다. 중국의 화교정책은 비록 각 시기마다 변화를 거치지만, 종적으로나 횡적으로 통일전선의 일환으로 그들과의 밀접한 연계 하에 조직화하고 있다. 그들은 대외적으로 이중국적을 인정하지 않으면서 교포들에게 거주국의 국적을 취득하도록 권장하고, 중국국적을 취득한 중국 공민만을 화교라 하여 파격적인 우대를 하고, 현지국적보유자는 화인으로 공식구분하고 있으나 실제에 있어서는 이 두 용어를 혼용하고 있을 뿐만 아니라, 구분을 두지 않고 우대를 하고 있는 실정이다. 그 결과 중국은 화교들에 힘입어 경제대국으로 급부상할 수 있었을 뿐 아니라, 세계적인 민족연계망을 구축할 수 있었다. 이러한 그들의 정책은 우리에게 시사하는 바가 크다 하겠다.

영문 초록

Chinese government recognizes that the success of 4th modernization depends on the overseas Chinese. And the government recognizes for using important of the overseas Chinese finance and business network. In addition, Chinese government had tried to make a good relationship with them. Especially, the government for taking finance and head tank from overseas Chinese supports excellent assistance to them and aids various support to business and overseas Chinese network. In that reason, Chinese government makes the broad international network in the world. This network has based on same category of business and blood and geographical relationship. This relationship has strong combination with this mechanism and this overseas Chinese can make useful relationship in the world market. This Chinese society had developed ethnical identity other than different ethnics in the wide world. The policy of Chinese government for the overseas Chinese has changed every period. But the government wants to make all kinds of relationship very closely with them for the one of the unification ways. The Chinese government does not accept the double nationality to overseas Chinese but suggests to them to take it the current nation’s. Nowadays, Chinese government supports all kinds of Chinese who stays internally and externally that means the government do not distinguish for supporting between them. As a result, China has developed as a huge economic country very rapidly because of helping of the overseas Chinese and makes the international ethnical network. This policy of Chinese government gives us lots of political view.
