제1·2차 남북정상회담의 비교분석

국문 초록

남과 북은 2000년 6월과 2007년 10월에 제1차 남북정상회담과 제2차 남북정상회담을 열어 각각 ‘6.15 공동선언’과 ‘10.4 공동선언’을 발표하였다. 두 번의 남북정상회담에서 합의한 내용들은 크게 4개의 범주 즉, 1)평화정착과 통일의 문제 2)공동번영의 문제 3)다양한 교류협력과 인도주의사업의 문제 4)실천노력으로 나눌 수가 있다. 제1차 남북정상회담은 분단 이후 첫 정상회담 합의라는 상징성과 역사적 의의를 강조하면서 원칙적인 선언의 표명에 그치고 있다. 그러나 두 공동선언은 많은 부분에서 남북 간의 합의가 본질적으로 동일한 목표와 기본정신을 갖고 있음을 보여준다. 즉, ‘10.4 공동선언’ 역시 ‘6.15 공동선언’을 고수하고 구현하며, “우리 민족끼리” 서로 힘을 합쳐 “자주적으로” 통일문제를 해결하기로 합의하였다. 또한, '민족경제’를 균형적으로 발전시키며, 다양한 분야의 교류와 인도주의적 협력에 합의하고 당국 간 대화를 상설화하여 실천하기로 합의하였다. 제2차 남북정상회담이 제1차 남북정상회담에 비하여 차이를 나타내고 있는 점은 크게 3가지다. 첫째, 긴장 완화와 평화정착을 위한 조치다. 이를 위해 군사적 적대관계의 종식, 상호 불가침, 정전체제의 종식과 관련 당사국 정상들의 종전선언을 추진하며, 이를 통해 항구적 평화체제를 구축하기로 합의하였다. 그리고 북한 핵문제에 대한 해결을 ‘9.19 공동성명’과 ‘2.13 합의’의 이행과정에서 공동 노력하기로 하였다. 또한 사상과 제도의 차이를 초월하여 상호 존중과 신뢰의 관계로 남북관계를 전환하는 데 합의 하였다. 둘째, 제2차 남북정상회담은 6.15 공동선언에 비해 다양한 사업추진내용에 대한 합의를 구체적으로 이루어 내고 있다. 셋째, 제2차 남북정상회담에서 합의한 특이한 사항은 국제사회에서의 민족의 이익과 해외 동포의 권리· 이익을 위하여 남북이 협력하기로 하였다는 점이다. 그러나 이와 같은 긍정적인 성격에도 불구하고 만약 남북관계를 근본적으로 흔들 수 있는 사태가 발발한다면 수사적(修辭的) 선언은 현실의 냉혹함에 그 의미를 잃게 될 것이다. 이에 대비하여 다음과 같은 점은 더 검토해야 할 사안이다. 서해 ‘평화수역’에서 혹시 야기될 수도 있는 갈등, 북한 핵문제에 대한 모호한 합의, 경제협력에 있어서의 법률적· 제도적 보완 조치들의 강구 등은 두 정상 간 합의가 미처 담보하지 못하는, 좀 더 세밀하게 준비해야 할 앞으로의 과제라 하겠다.

영문 초록

South and North Korea published 'the June 15 South-North Joint Declaration' on 2000, and 'the October 4 South-North Joint Declaration' on 2007 together after the summits in Pyongyang. Kim, Dae Jung, the President of South Korea and Kim, Jung-Il, the Chairman of the Defence Committee of North Korea, came to an agreement on 2000. Also, The President Roh, Moo-Hyun and The Chairman of the Defence Committee Kim, Jung-Il came to an agreement on 2007. The two South-North Joint Declarations have the basic common values and objects as follows: 1.the national and independent process to solve the problem of unification of two Koreas. 2.the national economic development dependent on cooperation between South and North Korea. 3.various mutual interchanges in social-cultural fields··sports· health· environment ·and cooperation for humanitarian projects between South and North Korea. 4.constant communications between South and North Korean governments for implementing agreements of the South-North Joint Declaration. The second South-North Joint Declaration shows 3 large differences compared with the first South-North Joint Declaration as follows: 1.actions for detente between South and North Korea, and the security of peace on the Korean peninsula: by ceasing military hostilities and mutual aggressions, by ending the truce structure and declaring the end of the Korean War, by cooperating together performing September 19 Joint Statement and February 13 Agreement in the Six Party Talks to solve North Korean nuclear problem. 2.Agreements to various programs for balanced national economic development and common prosperity of South and North Korea: 1)setting up the peace zone in the West Sea, 2)institutional guarantees for Gaesung industrial complex, 3)improvement of the railroad and the expressway, 4)construction of shipbuilding complex, 5)cooperation for agriculture, health, the protection of environment, etc. 3.cooperation for national interests and the rights of compatriots in the international society.
