제2차 남북정상회담과 남북한 관계

국문 초록

이 글은 ‘제2차 정상회담과 남북한관계’라는 논제 하에서 정상회담 이후 남북관계에 있어서 우리가 추진해야 할 과제 특히 평화구축의 과제에 초점을 두어 정상회담과 남북한관계를 연결지어 분석을 시도해본 논문이다. 이를 위해 제2차 남북정상회담의 배경개최와 의의, 제2차 남북정상회담과 한반도 평화구축 모색(합의), 향후 군사외교분야의 주요과제와 추진방향, 평화·번영을 위한 우리군의 임무와 사명의 순서로 분석하고 결론을 도출해보았다. 노무현 대통령과 김정일 국방위원장이 2007년 10월 4일 서명한 ‘남북관계 발전과 평화번영을 위한 선언’은 남북관계 전반에 대한 방대하고도 구체적인 합의를 담고 있다. 마지막 냉전지대인 한반도를 평화지대로 전환하기 위한 평화정착 방안과 함께 남북이 공동번영의 길로 들어서기 위한 구체적 경제협력사업들, 남북간 불신의 벽을 허물고 통일로 한걸음 다가서기 위한 조치 등이 대체로 총망라되었다는 평가다. 특히 2000년 정상회담 이후 경협분야와 비교해 상대적으로 진전이 더디었던 정치군사 분야에서도 적지 않은 합의가 이루어졌다는 점이 괄목할 만한 것이다. 2007남북정상선언 중 군사분야와 관련된 합의사항으로는 ① 2007년 11월 중 평양에서 남북국방장관회담을 개최하여 서해상 평화정착과 군사적 신뢰구축 방안을 마련하기로 했고, ② 상호 적대시하지 않고 군사적 긴장을 완화하며, 분쟁문제들을 대화와 협상을 통해 해결하고 불가침 의무를 확고히 준수하기로 했으며, ③ ‘서해평화협력특별지대’를 설치하기로 합의함에 따라 공동어로구역 및 평화수역 설정, 민간선박의 해주직항로 통과, 한강하구 공동이용 등을 적극 추진하기로 한 점 등을 들 수 있다. 우리는 2000년 6월 남북정상회담에 이어 7년만인 지난 2007년 10월 다시 남북정상회담을 개최했다는 데에서만 의미를 찾을 수는 없다. 정상회담을 통해 도출한 공동선언(615공동선언, 2007정상선언)이 북핵문제해결의 난항 등과 같은 장애요인으로 인해 ‘선언’에 그칠 경우에는 큰 의미를 지니지 못하기 때문이다. 1,2차 정상회담이후 우리에게 적지 않은 군사외교경제사회적 과제들이 남아 있다. 중요한 것은 남북정상선언에서 합의한 사항들이 어떻게 실행력을 얻고 어떤 수단과 과정을 통해 구체적인 실천과 행동으로 이어질 수 있도록 할 수 있느냐의 문제라고 할 수 있다. 지난 2000년과 2007년 이루어진 남북정상회담 및 그동안 달성한 남북간 화해·협력의 성과는 우리군의 확고한 안보태세가 뒷받침되었기 때문에 가능했다. 그리고 앞으로도 강력한 군사대비태세를 전제로 하여 남북간 평화번영 정책이 성공적으로 추진될 수 있음은 더 말할 필요도 없다. 따라서 우리군은 남북간 군사적 신뢰구축을 시작으로 한반도에 항구적인 평화가 정착될 때까지 확고한 군사대비태세를 유지한 가운데 튼튼한 국방력으로 남북정상회담의 성과를 뒷받침해 나가야 할 것이다.

영문 초록

The purpose of this study is to analyse the second inter-Korean Summit(the 2007 South-North Declaration) and inter-Korean Relations. Through signing ‘The Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity,’ President Roh Moo-hyun and Chainman Kim Jong-il of the National Defence Commission have reconfirm their will for the establishment of peace on the Korean Peninsula and denuclearization of the peninsula. The two leaders agreed to speed up the construction of economic bloc for the North to seek co-prosperity through economic cooperation. One of the most remarkable point of declaration was ‘peace.’ It is remarkable that both President Roh Moo-hyun and his North Korean counterpart Kim Jong-il agreed to include the issue of easing military tension in the 2007 Joint Peace Declaration during the summit between the two Korea. Now, Inter-Korean exchange and cooperation should be toward easing military tensions and achieving peace on the Korean peninsula. Another remarkable part of the inter-Korean summit is that two leaders agreed to hold inter-Korean defence ministerial talk and agreed to improve military cooperation, laying a foundation to guarantee peace on the Korean peninsula. Another remarkable part of the summit is that leader agreed to work together to bring an official cessation to the Korean War. The two Koreas created a new model of inter-Korean relation, which boosts peace and economic cooperation. In regard to the upcoming defence ministerial talks and the other meeting, Seoul and Pyongyang should take necessary follow-up measures and form a task force to back the responsible government. To implement the 2007 peace agreement, another important part is public support from the Korean people. We should not forget that the recent exciting developments in South-North relations were made possible because of our military firm readiness posture. As the two countries continues to improve their relationship, a support structure built on strong security will become more important.
