국문 초록

북한에 급변사태가 일어나면 중국은 어떻게 반응할 것이며 우리의 대중국 외교 전략은 무엇일까? 이 문제를 본론은 신현실주의의 시각으로 접근한다. 냉전이 종식되고 양극구조가 다극구조로 바뀌어도 동아시아의 국제구조는 각국이 저마다 자국이익을 추구하는 국제정치의 무정부적인 성격을 크게 못 벗어나고 있기 때문이다. 북한의 대한 중국의 지정학적 이익은 군사력을 동원해서라도 북한 지역을 완충지역으로 유지하는 것과 사회주의체제의 동질성을 유지해야 한다는 것이다. 중국은 6자회담의 의장국의 역할을 하면서도 북한핵문제를 다루는데 있어서 최종순간에서는 언제나 유엔의 대북제재를 약화시키고 북한을 궁지에서 살려주는 역할을 해온 바 있다. 북한 급변사태가 발생할 경우에도 중국은 이런 이익에 따라 강력하게 간섭하려 할 것이며 한국의 통일노력에도 걸림돌로 작용할 가능성이 크다.한국은 급변사태에 대비하여 지금부터 한중관계의 비대칭적 상호의존을 줄이는 노력과 함께 한미관계를 강화하면서 중국과도 대량살상무기 통제, 탈북자 처리문제 및 우발전쟁 및 확전 방지 등을 위한 하트라인 설치 등 실무협조체제를 구축할 필요가 있다. 한국은 북한 급변사태가 중국의 북한 개입확대 기회가 되는 것을 막고 한국에 의한 민족통일의 기회가 되도록 하기 위해 지금부터 면밀한 계획을 세워야 한다.

영문 초록

How should China react in case of sudden change in North Korea? And what should South Korea’s China strategy be preparing for sudden change in North Korea. I will deal with this matter with neo-realist view point for the Northeast Asian international structure is still in anarchic situation although its system change has occurred from bipolar to multi-polar after the cold war. China’s geopolitical interests is to sustain North Korea as a buffer zone between mainland China and its rival power, U, S or Japan, and maintain socialist regime there. China has played as the chair in the six-party talks. But she doesn't seem to have done her best in persuading North Korea to abandon its nuclear program. Contrary she has tried to weaken consecutive UN sanctions against North Korea's nuclear move and thereby saved Kim Jong Il regime from severe loss. In case of sudden change in the North Korea, China also prone to interfere in North Korean affairs in order to secure her interests there, and may do a breaking role to South Korea's unification efforts.　Preparing sudden change in the North, South Korea should try to balance her non-symmetrical interdependence in Korea-China relations and strengthen ROK-U.S alliance. And She also should seeks to construct a working level administrative cooperation team with China to deal with the possible scenarios such as control problem of the Mass destruction weapons in North Korea, North Korean defectors problem and food and energy problem in sudden change of North Korea. South Korea’s goal in preparing for sudden change in North Korea should not to allow China to intervene in the Korean affair. Her goal is to seize a golden chance to unify Korean peninsular in case of sudden change in North Korea.
