국문 초록

본 연구는 북한 급변사태의 예상 시나리오와 가능성, 그리고 그것이 한반도와 동북아지역의 평화와 안정에 미치는 영향을 분석하고 그에 따른 우리의 대비책을 안보외교의 차원에서 모색하는데 그 목적이 있다. 북한에 급변사태가 일어날 수 있는 예상 시나리오들에는 김정일의 유고, 군부쿠테타와 권력투쟁, 민중봉기와 대량탈북사태 등을 상정해 볼 수 있으며, 이 가운데 김정일의 유고로 인한 급변사태의 가능성이 가장 크다. 그러한 급변사태가 일어날 경우 우리의 안보와 통일과정에 중대한 영향을 미치는 안보이슈들이 제기될 것으로 예상되는데, 그것은 구체적으로 북한의 국지적·부분적 무력도발 가능성이 있고, 핵무기나 생화학무기와 같은 WMD의 유출 또는 확산이 우려되고 있으며, 북한지역에 대한 중국을 비롯한 주변 이해관계국들의 개입으로 인하여 우리의 관할권 행사에 문제를 야기할 수 있다는 점 등이다. 이러한 안보적 위협에 대처하기 위해서 우리는 첫째, 한미동맹과 한미공조체제를 더욱 강화하면서 현재의 ‘개념개획 5029’를 ‘작전계획 5029’로 발전시키고 둘째, 중국에 대한 협력외교를 강화하여 한반도 장래에 대한 전략적 대화와 협상을 추진하는 한편, 러시아와의 전략적 동반자관계 강화도 병행하여야 하며 셋째, 북한문제의 성격과 명분상 유엔의 개입 가능성이 높다는 점에서 유엔과의 긴밀한 협조체제를 구축하여야 한다.

영문 초록

The goal of this research is to construct scenarios of sudden changes in North Korea, analyze the impacts of the changes as delineated in each of the scenarios on the peace and stability in the Korean peninsula and the Northeast Asian region, and explore South Korea’s preparatory security and diplomatic strategies to cope with the impacts. Three scenarios can be considered: an incident that makes it impossible for Kim Jong-il to rule; a military coup and power struggle; and mass uprising and flooding of refugees from North Korea. The most likely scenario is sudden changes caused by incapacitation of Kim Jong-il. If the scenario is actually played out, serious issues that affect South Korea’s security and unification process will emerge. More specifically, the following can be expected: localized limited aggression from North Korea; leakage or spread of weapons of mass destruction such as nuclear weapons or biochemical weapons; and restrictions on South Korea’s exercise of jurisdiction caused by the intervention targeting North Korea carried out by neighboring countries including China. To cope with such security threats, the following measures are necessary. First, ROK-US alliance and the system of ROK-US coordination have to be strengthened and the current CONPLAN 5029 has to be upgraded as OPLAN 5029. Second, cooperation diplomacy between the ROK and China has to be strengthened to pursue strategic dialogues and negotiations for the future of the Korean peninsula while the strategic partnership with Russia is enhanced. Third, a close system of cooperation with the United Nations has to be established because the organization is likely to intervene and has the justification for intervention considering the characteristics of the North Korean issue.
