국문 초록

북한의 통일방안은 1970년에 제안한 연방제와 이를 발전시킨 고려연방공화국 및 고려민주연방공화국안과, 이를 변형한 낮은 단계의 연방제안 등 연방제가 골격을 이루고 있다. 김영삼 정부는 당시 동구권의 붕괴를 반영하여 이를 민족공동체통일방안으로 보완하여 발표 하였다. 현재까지 남한의 공식적인 통일방안은 민족공동체통일방안이다. 남북이 공히 통일된 단일국가를 지향하고 있는데 연방제 혹은 민족연합 등 과도체제 기구 설치를 전제로 하고 있다. 그러나 과도체제는 어디까지나 실질적인 통일방안을 전제로 하는 것인바 교착상태에 빠진 현재의 통일논의에서의 과도체제 구상은 실용적이지도 않고 의미도 없다. 북한의 민주화는 중요한 조건이다. 북한 지역의 경제, 사회, 문화, 군사, 정치 등의 발전을 통해 진정한 사회 통합을 이루기 위해 제2총리제를 신설하는 것이 필요하다. 지역 자치와 중앙정부의 적절한 지원 등이 균형을 이루고 양쪽의 주민들을 설득하고 이해를 구함으로 과도체제와 과도기간에 대한 불안감을 해소 할 수 있을 것이다.

영문 초록

This study is focused on the transitional system in the unification plan that proposed by the two Koreas. North Korea's unification plan is based on the federal system proposed in 1970, the Federal Republic of Goryeo and the Democratic Federal Republic of Goryeo that developed it. And the low-step federal system is modified that. President Roh Tae-Woo proposed the Korean National Community Unification Plan. And President Kim Young-sam supplemented and announced it as a national community unification plan reflecting the collapse of the Eastern Europe at the time. Although the two Koreas aim for a unified single state, it presupposes the establishment of an organization to maintain a transitional system such as a federal system or Inter-Korean Union. However, since the transitional system presupposes a practical unification plan, the concept of the transitional system in the stalled discussion on unification is neither practical nor meaningful.
