국문 초록

군 구조는 군 조직과 지휘관계 등 무형적인 부분을 포괄하는 개념으로 시대적 상황에 맞는 군사적 목표와 특성을 반영한다. 현재 북한의 군사적 목표와 특성을 알고자 한다면, 김정은 시대의 북한군 구조 분석을 통해 효과적으로 파악할 수 있을 것이다. 김정은 시대의 북한군 구조는 크게 두 가지 측면에서 변화가 있었다. 첫째, 군사지휘구조에서 핵ㆍ미사일 전력을 담당하는 전략군과 특수전을 전담하는 특수작전군을 창설하여 기존 육·해·공 3군에서 5군 체제로 개편하였다. 전략군이 창설된 2014년 전후로 북한의 핵ㆍ미사일 능력이 크게 증가하였는데, 김정은 집권 이후 핵전쟁 수행전략을 구현하려는 군사적 목표를 구체화한 것이다. 둘째, 당적 통제구조에서 군에 대한 ‘군사정책적 통제’의 절차적 정당성이 강화되었다. 북한군에 대한 당적 통제는 ‘정치사상’과 ‘군사정책’으로 구분되는데, 조직지도부-총정치국을 통해 이루어진 ‘정치사상적 통제’와 달리 그동안 ‘군사정책적 통제’는 사실상 최고사령관을 통해 이루어지면서 담당부서인 노동당 군사부는 유명무실하였다. 그러나 최근 북한은 당 중앙군사위원회 기능 강화와 군사정책적 통제를 담당하는 ‘군정지도부’를 신설함으로써 이원화된 통제구조에서 형태적인 균형을 맞추었다.

영문 초록

The structure of the North Korean military in the Kim Jong-un era has changed in two main aspects. First, in the military command structure, a Strategic Force in charge of nuclear and missile power and a Special Operation Force in charge of special warfare were established and reorganized from the existing 3rd Army, Navy, and Air Force to 5th Army system. In particular, North Korea's nuclear and missile capabilities increased significantly around 2014 when the Strategic Force was established, embodying the military goal of implementing a nuclear war strategy after Kim Jong-un took power. Second, In the party control structure, the procedural legitimacy of the 'military policy control' of the party's military was strengthened. Party control over the North Korean military is divided into 'political ideology' and 'military policy'. Unlike the “political and ideological control” made through the Organization and Guidance Department of WPK - General Political Bureau, the “military policy control” were nominal. However, North Korea recently balanced its dualized control structure by establishing the Military Government Leadership Separtment of WPK, which is responsible for strengthening the functions of the party's Central Military Commission and controlling military policies.
