국문 초록

본 논문은 푸틴 정권의 우크라이나 침공이 국제법적으로 불법성 여부와 이에 따른 우리 정부의 대북전략에 관한 것이다. 푸틴은 20년 이상 집권하고 있는 독재자로 세계 인류의 진운을 가로막고 있는 반민주적 인물로 비판하지 않을 수 없다. 푸틴의 제거 없이는 세계의 진정한 평화체제 구축은 불가할 정도로 푸틴은 국제적으로 비판받고 있다. 그는 오직 장기집권에 대한 국민의 비판을 상쇄시키고 과거 러시아의 부활을 위해 우크라이나의 침공을 자행했다. 이러한 침공행위는 반인륜적이고 반역사적인 망동으로 엄중히 규탄하지 않을 수 없다. 우크라이나 침공에 따라 북한정권은 기존의 핵교리를 개정하여 핵전력의 임의적이고 공세적인 운용을 강조하고 있다. 앞으로 북한정권의 보다 노골적인 대남도발책동이 감행될 것으로 예상된다. 이러한 상황변화에 즈음하여 우리 정부는 보다 적극적인 대북전략이 요구된다. 기존의 대북전략에 더해 최악의 상황을 염두에 두고 작전계획을 새롭게 설정해야 할 것이다. 나아가 한미동맹체제를 보다 굳건히 조성하고 군사적 차원에서 한미일 협력체제를 구축할 필요성이 제기된다고 하겠다. 그리고 유연한 대북정책에서 벗어나 대한민국의 정체성과 부합하는 대북정책이 요구된다.

영문 초록

This paper concerns whether the Putin regime's invasion of Ukraine is illegal under international law and the South Korean government's strategy for North Korea accordingly. Putin is a dictator who has been in power for more than 20 years and cannot help but criticize him as an anti-democratic figure who is blocking the true fate of mankind around the world. Putin has been criticized internationally to the point that it is impossible to establish a true peace regime in the world without Putin's removal. He has only offset public criticism of long-term rule and carried out an invasion of Ukraine to revive Russia in the past. This act of invasion cannot but be severely condemned as an anti-human and anti-historical act. Following the invasion of Ukraine, the North Korean regime revised the existing nuclear doctrine to emphasize the arbitrary and offensive operation of nuclear power. It is expected that the North Korean regime will launch a more explicit initiative against South Korea in the future. In response to these changes in the situation, the South Korean government needs a more active strategy toward North Korea. In addition to the existing North Korea strategy, the operation plan should be newly established with the worst in mind. Furthermore, it can be said that the need to strengthen the Korea-U.S. alliance system and establish a Korea-U.S.-Japan cooperation system at the military level is raised. In addition, a North Korea policy that is consistent with the identity of the Republic of Korea is required, away from a flexible North Korea policy.
