중소벤처기업 지원정책의 미래 방향성에 관한 연구

국문 초록

중소벤처기업은 국가와 지역의 경제시스템에서 중요한 역할을 하고 있다. 그러나 COVID-19로 인해 중소벤처기업의 잠재적인 취약성이 정책의 주요 관심사로 등장하게 되면서 정부의 지원정책에 대한 중요성이 강조되고 있다. 그동안 중소벤처기업에 대한 정책적 지원은 지속적으로 이루어져 왔으나, 어떠한 요인들이 중소벤처기업 활성화에 영향을 미치는지에 대한 종합적인 연구는 미흡하였다. 더불어 제4차산업혁명시대, 포스트코로나 시대 등 새로운 환경변화에 대응할 수 있는 지원정책의 미래 지향성을 정립해야 할 시기라 할 수 있다. 본 연구는 두 가지 관점 모두에서 그 관계를 고찰하였다. 학술논문(연구동향)과 뉴스기사(사회동향)에 대한 내용분석을 실시한 후, 중소벤처기업 지원정책의 중요 요인들을 도출하였고, 요인들의 계층화와 범주화를 위해 퓨처스 휠(Futures Wheel) 방법론을 적용하였다. 요인들은 선행연구들을 통해 도출되는 세 가지 범주인 제도적 요인, 정책적 요인, 행태문화적 요인으로 분류하였다. 더불어 미래의 중소벤처기업 지원정책은 상생과 공존, 디지털 경제 전환, 경영 혁신, 규제 혁신, 혁신 성장, 경영 안정, 생태계 조성, 경쟁력 강화를 위한 방향으로 나아가야 할 것이다.

영문 초록

SMEs play an important role in national and regional economic systems. However, as the potential vulnerability of SMEs has emerged as a major policy concern due to COVID-19, government support policy is being emphasized. Despite the importance of SME support policies, there is only a few research study on factors affecting the revitalization of SMEs. In addition, it is time to establish the future orientation of support policies that can respond to new environmental changes, such as the Fourth Industrial Revolution and post-COVID-19. This study examined the relationship between SME support policies and future directions. Factors of the effectiveness of SME support policies were provided by analyzing the contents of academic papers (research trends) and news articles (social trends). And for stratification and categorization of factors, the Futures Wheel methodology was applied. Factors were classified into three categories: institutional, policy, and behavioral and cultural factors. In addition, future SME support policies should be moving toward survival and coexistence, digital economy transformation, management innovation, regulatory reform, innovative growth, management stabilization, ecosystem creation, and competitiveness improvement.
