청소년의 보호권 및 참여권 연령범주 인식에 관한 종단적 연구

국문 초록

본 연구는 청소년의 보호권 및 참여권의 연령범주에 대한 2012년, 2019년, 2022년 3년 인식의 차이를 비교한 종단 연구(trend research)이다. 이를 위해 청소년 연령범주에 관한 고찰과 청소년 보호권 및 참여권의 개념, 하위영역을 살펴보고 3년간의 설문통계 결과분석을 정리하였다. 연구결과 청소년보호권과 관련하여 2012년에 비해 모든 집단에서 2019년 청소년 보호에 관한 연령범주 나이가 높아졌음을 알 수 있었고 참여권은 보호권에 비해 두드러지게 연령 차이가 높진 않았으나 청소년집단이 다른 집단에 비해 더 낮은 연령부터 참여가 가능하다고 응답하였다. 보호권의 경우 2022년은 2019년과 비슷한 양상을 나타냈다. 이러한 연구결과에 기반하여 청소년기본법에서의 연령범주에 대한 개정, 청소년보호법 및 청소년복지지원법 등에서의 정책 지원 대상 연령의 확대, 청소년권리 및 참여증진법(가칭)이 제정 등이 제안되었다.

영문 초록

This study is a longitudinal study comparing the difference in perception of the age category of youth's right to custody and participation in 2012, 2019, and 2022. To this end, the concept of youth age categories, the concept of youth custody and participation rights, and sub-fields were reviewed, and the results of survey statistics for 3 years were summarized. As a result of the study, it was found that the age of the age category for youth protection in 2019 increased in all groups compared to 2012 in relation to the right to protect youth, and the age difference in the right to participate was not significantly higher than that of the right to protection, but the youth group was more Respondents said that it was possible to participate from a young age. In the case of protection rights, 2022 showed a similar pattern to 2019.Based on these research results, 6 suggestions were presented, and the significance of the study and the tasks of follow-up research were also presented.
