국문 초록

상수도사업의 채산성과 효율성을 향상하기 위해 한국수자원공사를 포함한 지방상수도 사업자들의 통합에 대한 논의가 진행되어 왔다. 지방상수도사업을 중심으로 한 통합 논의의 핵심은 광역상수도 및 지방상수도 사업자의 공간적인 시장범위의 통합을 통해 상수도사업의 효율성을 제고시키는 것이다. 이 연구에서는 공간회귀모형을 이용해 기존 지방상수도사업의 통합 시 비용절감 효과의 추정결과를 바탕으로 경남서부권, 충남서부권, 전북남부권, 전남남부권 등 4개 권역의 통합 효과를 추정하였다. 기본모형과 3개의 추가모형 등 총 4개의 모형을 선정하여 추정하였으며, 통합 효과는 2019년의 요소투입이 이루어지는 경우를 전제로 선정된 지방자치단체들의 통합에 따른 비용의 감소율과 감소분으로 측정한 결과, 기본모형 및 추가 모형에서 모두 분석대상 자치단체들이 통합에 따라 비용감소가 발생할 것으로 추정되었다.

영문 초록

In order to improve the profitability and efficiency of the waterworks project, there has been discussion about the integration of local waterworks providers including Kwater. The core of the discussion of integration centered on the local waterworks project is to improve the efficiency of the waterworks project through the integration of the spatial market scope of regional waterworks and local waterworks providers. In this study, using the spatial regression model, based on the estimation results of the cost reduction effect of integrating the existing local waterworks project, the effect of integrating four regions was estimated: western Gyeongnam, western Chungcheong, southern Jeonbuk, and southern Jeonnam. A total of four models were selected and estimated, including the basic model and three additional models, and the integration effect was measured as the reduction rate and amount of cost reduction due to the integration of the selected local governments on the premise that the input of factors in 2019 was made. In both the basic model and the additional model, it was estimated that the cost reduction would occur due to the integration of the local governments to be analyzed.
