국문 초록

현재 한국은 인구감소로 인한 병력 감소로 군부대 통합과 군부대 재편이 발생하고, 이로 인한 군유휴지는 지속적으로 증가하고 있다. 군유휴지가 방치되면 지역사회의 혐오시설로 전락되고, 토지가 부족한 수도권에서는 군유휴지의 활용이 절대적으로 필요한 상황이다. 이에 본 연구에서는 전문가들의 FGI 분석방법을 이용하여 군유휴지 활용방안을 도출하였다. 분석결과는 다음과 같다. 첫째, 군유휴지 활용사업 문제점은 지역주민의 견수렴과 법제도적 취약성이다. 둘째, 군유휴지 활용방안이다. 토지이용방식은 매각, 교환, 양여, 대물변제 방식 등의 고려가 가능하다. 군유휴지 사업추진방식은 지자체와 군의 공공개발방식, BTL방식, BTO방식 도입이 적정하다. 군유휴지 활용사업의 수익구조 확보방안은 문화 공간 개발, 지역명소로 개발, 지역산업과 관광명소로 발전시켜 수익을 창출한다. 셋째, 기타 방안 및 제언은 군유휴지 활용사업에서 군유휴지의 토양오염과 지장물 처리문제를 법제화이다. 정책적 시사점은 지역의 의견이 반영되는 민관군의 정규적인 협의체 구성, 공간정보의 활용, 군유휴지의 토양오염과 지장물 처리문제 등의 법제도의 개선, 군유휴지 활용사업 플랫폼 구축 등이다.

영문 초록

This study derived a plan to utilize the military idle area using the FGI analysis method of experts. The analysis results are as follows. First, the problems of the military idle use project are the collection of opinions of local residents and the weakness of the legal system. Second, it is a plan to utilize the military idle area. As for the land use method, it is possible to consider sale, exchange, transfer, and repayment in lieu. It is appropriate to introduce the public development method of local governments and counties, the BTL method, and the BTO method for the promotion of military idle land projects. The plan to secure the profit structure of the military idle utilization project is to create profits by developing cultural spaces, developing them into local attractions, and developing them into local industries and tourist attractions. Third, other measures and suggestions are to legislate the issue of soil contamination and disposal of obstructions in military idle land utilization projects. Policy implications are the formation of regular councils of the public and private forces reflecting local opinions, utilization of geospatial information, improvement of legal systems such as soil pollution and obstruction handling issues in military idle areas, and establishment of a platform for the military idle area utilization project.
