중국-북한 두만강 국제관광협력 현황과 시사점에 관한 탐색적 연구

국문 초록

북한 관광은 내수 시장이 거의 존재하지 않으며 중국 시장에 대한 의존도가 매우 높다는 특징이 있다. 그리고 대다수 중국인 방문은 국경을 맞대고 있는 두만강, 압록강 지역에서 변경관광의 형태로 이루어지고 있기 때문에, 북한 관광을 이해하기 위해서는 중-북 접경지역의 관광 현황을 살펴보는 것이 필수적이다. 따라서, 본 연구는 두만강 지역을 중심으로 중국과 북한의 국경관광 현황과 초국경지역관광협력 사례를 탐색하고자 한다. 탐색적 연구 방법에 따라서 기존 학술논문 및 보고서 등을 분석하고 현지조사(fieldwork)를 통해 주요 연구 대상지를 직접 방문, 확인하고 기초 자료를 수집하였다. 연구 결과 최근 중-북 국경관광은 단순히 국경을 넘어 여행하는 변경관광 형태에서 무봉국제관광특구, 온성섬관광개발구, 나선특구 등 초국경지역관광협력 형태로 진화하고 있는 것으로 분석되었다. 특히, 두만강삼각주국제관광합작구 사업은 중-북-러 각국이 토지를 공동으로 제공하여 무국경 공유지를 개발하려고 한다는 점에서 상당히 주목해야 할 다자간 국제관광협력 모델로 판단된다. 따라서, 한국도 정부와 민간의 two-track 접근을 통한 두만강국제관광협력 참여를 적극 검토하여야 한다. 그리고 지역정부 주도의 중-북 국제관광협력 사례는 남-북 접경지역에 남북공동관광협력지대와 같은 공간을 구성하고 한국 지자체가 접경지역협력에 보다 적극적이고 주도적으로 참여할 필요가 있음을 시사한다.

영문 초록

Border tourists from China to North Korea have become significant economic engines for the development of North Korea’s economy, so that the North Korea’s new leader, Kim Jung-Un has been largely interested in the tourism cooperation with China. Thus, this study examined the border tourism between China and North Korea. Results showed that the border tourism in the region has been changing from in the form of cross-border tourism to trans-border tourism cooperation. In particular, it was found that over the years three countries in the Tumen river area(i.e., China, North Korea, Russia) have collaborated together to build a shared vision for the tourism development, the Tumen River Delta International Tourism Zone, which is composed of the three countries’ territories. We suggest that both public and private sectors in Korea should consider proactively participating in the international tourism cooperation in Tumen river. Also, the tourism cooperation project led by the local governments in the river area suggests that regional governments in the border between South and North Koreas should take the lead in developing the peaceful relations in the border. Due to the difficulty in collecting empirical evidence, this study took an exploratory approach including literature review and fieldwork to collect on-site information, and suggestions for future study based on empirical data analysis would contribute to improving the body of literature on border tourism in Northeast Asia.
