경찰관의 절차적 정의 인식에 관한 탐색적 연구

국문 초록

절차적 정의가 치안활동 전반에서 강조되는 등 그 실무적 활용가치의 중요성에 비하여, 선행연구에서는 다양한 관점에서 절차적 정의를 규명하지 못한 한계점을 드러낸다. 즉 절차적 정의를 지나치게 시민의 인식과 판단에만 의존한 나머지 경찰관을 대상으로 한 연구가 제한적이었다. 또한, 아직까지 어떠한 요인들이 절차적 정의에 입각한 경찰활동에 영향을 미치는가에 대한 근본적인 의문은 해소되지 않았다. 이에 이 연구는 경찰공무원을 대상으로 절차적 정의에 영향을 미치는 요인을 규명하기 위한 탐색적 연구를 실시하였다. 이를 위해 경찰관 및 경찰활동에 부정적인 영향을 미친다고 알려진 폭력피해 경험과 긍정적 요인으로 작용하는 직무만족을 변인으로 설정하였다. 실증분석을 위해 전국 경찰관서에 근무하는 경찰공무원을 지역별로 구분 후 편의표집하여 설문을 실시하고 최종적으로 526명의 데이터를 분석에 활용하였다. 분석결과 통제변수 중 근무기간 만이 시민접촉의 질과 의사결정의 질에 정적인 영향을 미치는 것으로 나타났고 독립변수 중 경미한 신체피해의 경우 연구가설과 달리 절차적 정의에 정적인 영향을 미치는 것으로 나타났다. 또한 직무만족이 시민접촉의 질, 의사결정의 질 두 종속변수에 가장 큰 영향을 미치는 변수인 것으로 확인되었다. 분석결과를 바탕으로 절차적 정의에 입각한 경찰활동에 관한 시사점을 제시하였다.

영문 초록

In previous studies, research on police officers was limited because procedural justice was too dependent on citizens' perceptions and judgments. In addition, there is still a fundamental question about what factors influence police activities based on procedural justice. Therefore, this study conducted an exploratory study to identify factors affecting procedural justice. Specifically, the purpose of this study was to examine the effect of violence victim experience and job satisfaction on the procedural justice of police officers. A survey was conducted by convenience sampling police officers from police stations across the country, and the collected data was empirically analyzed. The results of the analysis showed that only working period among the control variables had a positive effect on the quality of interpersonal treatment and decision making. In the case of minor physical victim among independent variables, it was found to have a positive effect on procedural justice, contrary to the research hypothesis. In addition, job satisfaction was found to be a variable that had a positive effect on the quality of interpersonal treatment and decision making. Based on the analysis results, implications related to police activities based on procedural justice were presented.
