국제비교를 통한 우리나라 도로 인프라의 적정성 평가 방안

국문 초록

본 연구는 도로부문 인프라의 적정을 판단하기 위해 자주 활용되는 국가간 비교 방식의 문제점을 정리하고 이를 개선하는 방안을 제시하였다. 도로부문 사회간전잡본의 충분성을 파악하기 위한 국가간 비교 시, 주로 해당 인프라의 양적 개념을 표현하는 지표를 선정하여 이를 비교하는 방식으로 진행되는데, 단순 비교지표 (예; 총 연장, 면적당 연장 등) 를 바탕으로 도로 인프라의 과·부족을 판단하는 것은 국제비교의 한계를 제대로 파악하지 못한 채 내린 결론일 수 있다. 왜냐하면 분석에 이용되는 지표 및 비교 국가 그룹이 다를 경우, 일관적인이지 못한 결과를 도출하기 때문이다. 본 연구에서는 인프라의 적정을 파악하기 위해 주로 활용되어온 국제비교 방식의 문제점을 제시하고 이를 개선하는 방안을 제시한다. 본 연구에서 제시된 새로운 비교지표는 기존 연구의 문제점인 단순성을 뛰어넘는 새로운 비교지표이며, 제시된 지표를 통해 국제비교를 실시한 결과, 우리나라 국민들이 제공받는 교통 서비스 수준은 비교 국가들의 국민이 누리는 교통 서비스 수준보다 낮은 것으로 분석되었다. 그러나 이러한 비교지표는 자료구득의 문제로 인해 개발 및 개선에 한계가 있어, 이러한 제약에 국한되지 않으면서 한 국가의 시설수준을 현실적으로 고려할 수 있는 지표의 개발이 필요하다. 본 연구에서는 향후 연구 방향으로 수요와 공급을 동시에 고려한 V/C, 한계 V/C 개선율을 제시하였다. 이는 교통 수요의 측면에 있어 인구보다는 도로 인프라를 이용하는 수요인 기·종점 통행량을, 공급측면에서는 실제 존재하는 도로 네트워크를 반영하므로 교통수요와 제공된 인프라를 현실적으로 반영했다는데 의의가 있기 때문이다.

영문 초록

It has been an issue for South Korean government if the Social Overhead Capital (SOC) in the transportation sector is sufficient since the welfare budget took the large proportion of the whole budget system. One of the widely accepted way to identify the proper amount of SOC of a country is to compare the country’s stock to those of other countries using indices such as total road length per capita or total road length per registered number of cars. The purpose of the study is to identify the problems of the international SOC stock comparison through index-based measures and is to provide ideas that helps reasonably identifying the country’s SOC stock level among other countries. The study found that the international SOC stock comparison through indices may result in very different outcomes according to the indices applied. When the total road length per square meters of the whole land area is used South Korea is ranked below the average among OECD member countries while the rank goes up to 3rd or higher when the comparison is conducted with the total road length per capita. The problem of the index-based stock comparison in the transportation sector attributes to the limited data sources. According to the known data source of the international SOC stock, International Road Federation (IRF), the relevant data for stock comparison would be the total length by road types, population, land area,etc. With the data, it is not easy to devise an index that represents various aspects of the one country’s SOC stock level.
