국문 초록

인터넷 혁명 시대라 불렸던 1990년대부터 진행된 디지털 전환은 코로나 19 위기로 그 속도가 가속화되었다. 그리고 이러한 전환과 함께 세대 간 계층 간 디지털 격차 역시 가속화되었다. 따라서 안정적인 디지털 전환뿐만 아니라 디지털 소외계층을 위한 디지털 시민 교육 역시 국가의 중요한 과제가 되었다. 이에, 본 연구는 디지털 전환 지수를 개발하고, 이를 통해 각 국가들의 디지털 전환 수준을객관적으로 비교 및 분석했다. 그 결과, 국가별, 지역별 디지털 전환 정도는 상당한 차이가 존재하고, 이는 해당 국가의 경제 발전 정도와 상당한 관계가 있었음을 확인했다. 그리고 이 지수로 산출한 디지털 전환 순위에서 상위권을 차지한한국을 중심으로 디지털 취약 계층을 위한 교육 정책 및 성과를 살펴보았다. 노인들을 대상으로 디지털 시민 교육을 실시한 한국의 경우, 디지털 취약 계층의디지털 능력 향상에 상당한 효과가 있음을 알 수 있었다. 이러한 한국의 사례는개도국들의 디지털 전환 가속화 및 디지털 격차 완화 관련 정책을 수립하는데 있어 좋은 선례를 제공하고, 나아가 개도국과의 국제교류에도 기여할 것으로 기대된다.

영문 초록

The digital transformation that started in the 1990s, which was called the era of the Internet revolution, further accelerated due to the COVID-19 crisis. With this transition, the digital divide between generations and income has also deteriorated. In this context, it becomes an urgent task for us to educate the digitally underprivileged for stable digital transformation. To this end, this paper developed a digital transformation index and compared and analyzed the digital transformation level of each country. The result confirmed that there were significant differences in the degree of digital transformation among countries and regions, which is related to the country’s economic development. In addition, digital education policies and performance for the digitally vulnerable were reviewed, focusing on Korea, which ranked high in the digital transformation index. It found that the digital citizenship education for the elderly of Korea, has been a significant and positive effect in improving the digital ability of those digitally vulnerable citizens. We expect that the case of Korea provides a good precedent for developing countries to set up policies related to accelerate digital transformation and ease the digital divide, which further contribute to enhancing diplomatic relation with Korea.
