등록금 동결 정책과 고등교육의 재정 위기

국문 초록

대학등록금 동결에 따른 고등교육의 재정적 어려움이 가중되고 있다. 하지만, 여타 선진국 대비 여전히 높은 등록금과 일부 대학의 방만한 운영을 지적하며 등록금의 추가 인하 및 동결의 필요성을 강조하는 목소리도 크다. 본고는 OECD 교육지표(Education at a Glance)를 활용하여, 우리나라 고등교육 재정의 현주소를 객관적으로 평가하고 국민경제 관점에서의 적정 등록금을 추정한다. 분석에 따르면, 2000년대 초반을 기준으로 할 때, 현재의 우리나라 대학등록금은 국민경제 관점에서 현저히 낮은 수준인 것으로 판명되었다. 등록금이 동결된 2008년 이후 우리나라와 여타 OECD 국가들 간의 대학생 1인당 교육비가 크게 벌어졌으며, 우리나라 초․중등교육의 학생 1인당 교육비조차 대학생 1인당 교육비를 크게 추월한 것으로 확인되었다. 한편, 정치권이 그간 약속한 소위 ‘반값등록금’은 국가장학금의 적극적 확충 속에 ‘사실상’ 성취되었음이 확인된다. 본고는 이러한 분석결과를 바탕으로, 고등교육 재정 정책에 대한 보다 바람직한 관점과 건설적 대안을 다각도로 모색해 본다.

영문 초록

The financial difficulties of higher education due to the freezing of college tuition are increasing in South Korea. However, there are still voices emphasizing the need for additional tuition cuts and freezing, pointing out that the tuition fees still remain high compared to other developed countries and that some universities are running out of control. This paper uses the OECD Education at Glance to objectively evaluate the present state of tertiary education finances in Korea and estimate the appropriate tuition from the national economy perspective. According to the analysis, the current college tuition in Korea has been found to be significantly lower in terms of the national economy. Since 2008, when the tuition fee has been frozen, the education expenditure per college student has been widening between Korea and other OECD countries. The education expenditure per student in elementary and secondary education in Korea has also surpassed the expenditure per college student. On the other hand, it is confirmed that the so-called “half-tuition” promised by the political circle has been “virtually” accomplished through the active expansion of the national scholarship over the last several years. Based on the results of this analysis, this paper seeks a more preferred view on the fiscal policy of higher education and constructive alternatives.
