국문 초록

코로나 팬데믹(COVID-19 Pandemic)으로 지속가능한 미래에 대한 불안감이 고조되어 전 세계적으로 기업의 책임과 역할에 대한 요구가 강해지고, 기후환경, 인권, 안전과 연계된 위험에 대한 중요성을 강조하면서 ESG 경영에 대한 논의가 가속화되었다. ESG에 대한 논의는 금융기관과 기업들을 대상으로 시행되어 왔지만 지속가능성을 위해 정부의 공공기관도 실행계획을 수립하여 ESG경영에 적극적으로 추진하도록 요구하고 있다. 따라서 지방자치단체에서 출연한 기관의 ESG 경영에 대한 실질적인 평가항목에 대한 검토가 필요하다. 본 논문에서는 지방자치단체에서 설립한 출연기관이면서 비영리재단으로 재무성과가 경제적 파급효과를 미치지 않지만, ESG 경영에서 추구하는 비재무적 활동을 통한 지속가능한 성장을 위한 적극적인 추진을 요구하고 있기에 ESG를 구현하는데 있어 실무적으로 제안을 하고자 한다. 이러한 맥락에서 K-ESG 가이드라인 지표를 살펴보고 제시한 ESG 경영을 출연기관의 관점에서 주요항목과 중점 관리사항들에 대해 제시하기 위해 사례분석을 하고자 한다. 지방출연기관에 적용할 수 있는 실무적인 검토를 위해 경제와 과학진흥을 목적으로 설립된 중소기업 및 소공인 지원과 연구개발 사업을 수행하고 있는 지방출연기관인 경기도경제과학진흥원을 대상으로 분석하였다. 사례분석 결과 ESG 평가항목별 범주화하여 활용할 수 있으며, 전국 경제·과학진흥·연구기관들의 경영활동에서 ESG 요소를 반영하는데 활용 가능한 것으로 분석되었다.

영문 초록

Anxiety about sustainable future has risen due to COVID-19 Pandemic, request for responsibilities and roles of enterprises is increased in whole world, and importance of risks related with climate-environment, human right, and safety is strengthened, resulting in acceleration of discussions on ESG management. Discussions on ESG have been made by financial institutions and enterprises but it is actively asked to governmental public agencies to establish action plans and implement them in ESG management for sustainability. Therefore, it is required to review practical evaluation items of ESG management activities of agencies funded by local governments. In this thesis, practical suggestions are made to non-profit foundations established and funded by local governments because active non-financial activities of them including ESG management for sustainable growth are required although their financial performances do not make economic influences. In this context, it is intended to review the indexes of K-ESG Guideline and to suggest main items and main management matters of ESG management in the standpoint of funding agencies. For practical review applicable to local funding agencies, Gyeonggido Business & Science Accelerator was analyzed because it is a local funding agency to supports small-and-medium enterprises and small business for economic and scientific encouragement and implements R&D projects. As the result of the analysis, it was found that ESG evaluation items may be used with categorization and may be used for reflection of ESG elements in Korean economy and the management activities of scientific encouragement & research institutions.
