국문 초록

이 연구는 디지털 대전환이라는 흐름 속에 플랫폼 거버넌스에 대한 논의를 확장하고자 수행되었다. 플랫폼 거버넌스는 정부의 혁신 중 하나로 이를 원활히 수행하기 위해서는 구성원의 혁신행동이 중요함에 따라 공무원의 혁신행동에 영향을 미치는 다양한 요인을 탐색하였다. 연구를 위해 한국행정연구원에서 구축하는 자료인 ｢공직생활실태조사｣를 활용하였으며, 5개 연도의 데이터를 활용해 단년도 회귀분석과 합동 OLS를 통해 혁신행동 영향요인을 실증 분석하였다. 연구 결과, 공무원의 혁신행동에 영향을 미치는 요인으로 직무만족, 공공봉사동기, 업무수행역량, 교육훈련/능력발전, 업무자율성, 혁신적 조직문화는 정적인 영향을 미쳤으며, 부적인 영향으로는 자원제공과 리더십 등으로 나타났다. 이를 바탕으로 향후 플랫폼 거버넌스의 성공적인 안착을 위해서는 혁신적 조직문화, 업무수행역량, 교육훈련/능력발전, 공공봉사동기 등 개인의 내·외적으로 조직이 혁신행동을 관리·활성화해야하는 방안을 제시하였고, 공공조직만의 특성을 반영한 혁신행동의 접근 등이 필요하다는 것을 제시하였다.

영문 초록

The study was conducted to expand the discussion of platform governance in the midst of the digital transformation. Platform governance is one of the government's innovations, and as the innovation behavior of its members is important for the government to carry out innovation smoothly, we have explored various factors that influence the innovation behavior of Civil Servants as a focus. For this study, we used the Public Employee Perception Survey and used data from 5 years to explore the impact factors of innovation behavior through short-term regression analysis and pooled OLS. As a result of the study, the factors influencing the innovation behavior of Civil Servants include job satisfaction, public service motivation, ability to perform tasks, education training/capacity development, work autonomy, innovative organizational culture with positive influence, and negative influences such as resource provision and leadership. Based on these findings, we have proposed implications and measures to enable innovative behavior of Civil Servants for the successful establishment of platform governance in the future.
