국문 초록

본 연구는 국립대학 재정지원 및 배분의 원칙으로서 안정성, 충분성, 자율성, 책무성 기준의 세부 요소들에 근거하여 국립대학 재정지원 및 배분의 문제점을 살펴보고, 국립대학 재정지원 및 배분을 개선하기 위한 구체적이고 실질적인 방안을 제시하는 것을 목적으로 한다. 연구 목적을 달성하기 위해서 국립대학 재정지원의 근거, 국립대학 재정지원 및 배분의 원칙을 고찰한 결과를 토대로 연구의 분석 틀을 구안하였다. 본 분석 틀을 토대로 국립대학 재정지원 및 배분 관련 문헌자료 및 재정배분 통계자료 등을 분석하고, 교육부 유관부서 실무자와의 면담을 통해 국립대학에 대한 지원금 배분 절차 및 문제점 등을 분석하고 개선방안을 도출하였다. 본 연구의 결과에 기초하여 결론 및 제언을 종합적으로 제시하면 다음과 같다. 첫째, 국립대학 재정지원 및 배분의 안정성 제고를 위해 국가와 지방자치단체의 국립대학 지원의 공적 책임을 통합하여 법률로 명확히 규정하되, 지자체의 국립대학에 대한 재정지원 의무를 규정화하고, 국립대학에 대한 지원의 범위는 인건비, 경상적 경비, 시설확충비에 더하여 교육․연구의 질 향상을 위해 필요한 지원금으로확대한다. 둘째, 국립대학에 대한 충분하고 적정한 재정지원 규모의 확보를 위해 국립대학 발전 목표를 설정하고, 이의 달성에 필요한 재정지원의 적정 수준으로서 서울대법인 또는 국립대학법인 평균 학생1인당국고지원금 수준을 고려할 수 있다. 셋째, 국립대학 재정지원 규모의 확충을 위한 방식으로는 기금, 교부금, 특별회계 등을 통한 방식들을 고려할 수 있는데, 이를 추진하기 위해서는 「국가재정법」의 개정과 동법에서 요구하는 근거조항 마련을 위해「국립대학회계법」의 개정 또는 「국립대학법」의 제정이 필요하다. 넷째, 국립대학 재정 운용의 자율성 제고를 위해 국립대학 각종 지원금을 통합하여 총액으로 교부하고, 대학의 자율성을 저해하는 정부의 세부적인 예산편성 및 운영지침을 학칙으로 대체하거나, 예산편성 및 운영등에 관한 규제 최소화 및 지침 축소 적용 등과 같이 규제 완화를 위한 노력이 필요하다. 끝으로, 총액교부및 재정운용의 자율성에 상응하는 책무성 보장 기제를 법률로 규정할 필요가 있다.

영문 초록

The purpose of this study is to examine the problems of national university financial support and distribution based on the detailed factors of stability, sufficiency, autonomy, and accountability standards, and to present specific and practical measures to improve national university financial support and distribution. The conclusions and suggestions of this study are as follows. First, to improve the financial support and distribution stability of national universities, the public responsibility of national universities and local governments is clearly defined by law, but the scope of support for national universities is expanded to include labor costs, current expenses, and facility expansion expenses. Second, to secure sufficient and appropriate financial support for national universities, national university development goals can be set, and the average level of state subsidies per student can be considered as an appropriate level of financial support needed to achieve them. Third, it is necessary to revise the National University Accounting Act or enact the National University Act to revise the National Finance Act and prepare the grounds for the expansion of the national university financial support. Fourth, efforts should be made to ease regulations, such as integrating various national university subsidies and replacing detailed budgeting and operation guidelines that hinder university autonomy with school rules, minimizing regulations on budgeting and operation, and reducing guidelines. Finally, it is necessary to stipulate by law a mechanism for ensuring accountability corresponding to the autonomy of total issuance and fiscal management.
