프리드리히 니체의 자유민주주의 비판

국문 초록

오늘날 자유민주주의는 인류보편적 가치가 되었다. 자유민주주의와 경쟁하던 파시즘과 사회주의의 몰락은 자유민주주의의 우월성을 드러냈다. 최근 북아프리카와 아랍권에서 진행 중인 쟈스민 혁명은 자유민주주의의 보편적 가치를더욱 돋보이게 하고 있다. 프랜시스 후쿠야마는 사회주의권의 몰락 이후 자유민주주의의 최종승리를 ‘역사의 종말’로 표현하였다. 그러나 후쿠야마의 희망과 달리 자유민주주의 역시 정치적 제도로서 많은문제점을 안고 있다. 보통선거를 포함한 자유민주주의의 보편화는 20세기에확립되었다. 자유민주주의의 보편화는 100년도 못 된다는 사실을 우리는 종종망각한다. 이러한 망각은 ‘다수의 횡포’, ‘선동과 파벌정치’, ‘공론장의 약화’ ‘문화적 획일화의 위험’ 등 자유민주주의의 제도적 약점에 대한 관심의 부족으로이어진다. 민주주의의 문제점은 플라톤, 아리스토텔레스에서 토크빌, 밀, 니체에 이르기까지 주요한 비판대상이었다. 니체만큼 통렬하고 노골적으로 자유민주주의를 반박한 사상가는 없을 것이다. 그는 자기복종이 부재한 자유주의의자유를 노예의 자유로 비판했고, 민주주의를 약자들인 대중들의 반란으로서, 문화적 데카당스의 표현으로서 비판하였다. 우리가 니체의 자유민주주의의 비판에 동의하지 않더라도 그의 날카로운 비판은 우리에게 자유민주주의의 문제점에 대한 깊은 사색의 모티브를 제공한다. 현대 자유민주주의는 그리스의 민주주의와 달리 대의제 민주주의이다. 각국의 구체적인 정치형태는 다양하다. 정확히 말해서 오늘날의 자유민주주의는귀족제, 과두제, 민주제, 법치주의 등의 요소가 혼합된 혼합정으로 이해될 수있다. 니체의 민주주의 비판과 그의 위대한 정치와 귀족정의 강조는 비록 많은문제점을 갖고 있지만 현대 혼합정의 구성에서 민주정의 약점에 대한 진단과이를 보완할 수 있는 귀족정의 재평가에 기여할 수 있을 것이다.

영문 초록

Today, liberal democracy became a universal value. The collapse of the fascism and socialism, which have competed with liberal democracy, demonstrates the superiority of liberal democracy. The Jasmin Revolution in north Africa and some arabian countries shows off the universal values of liberal democracy. Francis Fukuyama described this situation as ‘the end of history’. But liberal democracy as political system has many problems, regardless of Fukuyama’s declaration. The universalization of the principles of liberal democracy such as the right of universal voting has been achieved in 20th century. This historic fact is easily ignored. This ignorance tends to induce the indifference of the systemic weakness of liberal democracy, i.e., ‘tyranny of majority’,‘agitation and politics of fraction’, ‘dying away of public sphere’ and ‘danger of cultural uniformity’. The problems of democracy has been criticized by Plato, Aristotle, Tocqueville, Mill and Nietzsche. No one has so overtly reproached the democracy as Nietzsche. He criticized the liberty of liberal democracy, which has no self-obedience, as a servile liberty. He criticized also democracy as revolt of politically weak mass and as the expression of cultural decadence. His critiques against democracy give us some important insights to reflect the problems of democracy, although we don’t agree with his political thought of anti-democracy. Modern democracy is the representative democracy, which differentiates itself from greek democracy. Every country has it’s own unique political system. To be exact, modern liberal democracy is the mixed constitution, which consists of aristocracy, oligarchy, pure democracy and constitutionalism. Nietzsches critique on democracy, his emphasis on aristocracy and the great politics help us to diagnose the weakness of democracy, to complement it’s institutional weakness through aristocracy, and to build up a new modern mixed constitution by revaluated aristocracy.
