국문 초록

북한은 김정은 집권 후 경제를 강조하고 기업경영의 자율성 확대를 위한 제도개선을 추진한다. 이는 북한 당국이 경제회복을 위해 기업성과의 제고가 절실함을 인식하고 있고 그 방법으로 경영자율성의 확대를 택했음을 보여준다. 우리의 관심은 이러한 제도개선이 현실에서 목적한 바를 달성하고 있는가로 모아진다. 본 연구는 최근 북한기업의 경영환경 이해를 위해 ‘북한기업이 성장하기 위한 주요 요인은 무엇인가?’라는 질문에 답하고자 하였다. 그 과정을 통해 자연스레 북한기업의 경영환경 및 경영실태를 파악할 수 있다고 보았다. 또한 도출된 요인들의 우선순위를 파악함으로써 경영환경의 개선사항, 더 나아가 남북경협에 갖는 시사점을 찾고자 하였다. 북한기업 및 관련 경영정보에 접근이 어려운 현실에서 주로 탈북 북한기업 전문가를 대상으로 Delphi 설문과 AHP(계층적 의사결정법)를 활용하는 연구 방법을 택하였다. 분석을 통해 북한기업이 성장하기 위해서는 <환경·제도 요인>의 개선이 선행되어야 하며 국가의 공급능력 저하로 기업이 스스로 생존해야 하는 변화된 환경에서 <경영자 요인>, <경영전략 요인>의 중요성이 실제적 의미를 갖는 현실을 확인할 수 있었다. 반면 북한기업 경영에서 조직역량, 혁신전략 등은 상대적으로 낮은 우선순위를 보였는데 이는 북한경제가 아직 ‘부족의 경제’, ‘공급자 시장’임을 반증하는 것이라고 보았다.

영문 초록

To identify the main factors and its priorities for the growth of North Korea enterprises this study conducted Delphi method and AHP(Analytic Hierarchy Process). Through the Delphi 5 upper factors and 21 sub-factors were selected and those were used for the AHP analysis. The implications of the study are as follows. Firstly, improvement of environment and institutions should be prioritized for the growth of North Korean enterprises. In other words, the system in which ‘politics’ are involved in ‘management’ should be improved. The environmental· institutional factors surrounding North Korean enterprises are undermining their productivity, competitiveness, and potential. Secondly, North Korean enterprises have already significantly embraced market factors in their operations. In this context, both the and are important. Thirdly, securing capital is important. Fourth, the was the fifth priority among the five main factors. This indicates that North Korean enterprises currently place priority on securing investment and production rather than strengthening the competitiveness in the market, because the North Korean economy is still a ‘shortage economy’, and competition is not fierce.
